06/30/2025 Who we are and what we do: The Tennessee Department of Treasury impacts the lives of Tennesseans every day. Treasury is responsible for many of the financial operations of state government, including managing more than $100 billion in assets through its various investment programs. The Office of the State Architect (OSA) is administratively attached to Treasury and primarily serves the State Building Commission with authority over the many design, construction, and real estate transactions that support the States 110,000,000 sq ft of buildings and 900,000 acres. At the present time, this position is primarily remote, with occasional required in-person meetings. During the first 6 months to a year, there will like a need for this position to work in the downtown Nashville office regularly to support efficient training. It is anticipated that the department will regularly utilize its downtown Nashville office on a hybrid schedule in the future. Job location is subject to change at the discretion of the Department. The successful candidate should live in Tennessee and provide sufficient internet connection. This position is not eligible for VISA sponsorship (of foreign nationals).

Job Overview:

The OSA Compliance Analyst is responsible for managing, analyzing and executing contracts, ensuring compliance with forms and requirements as approved by the State Building Commission and its policies and procedures. This position manages and maintains all aspects of the OSA public facing website including data infrastructure and components, function and performance as an author and administrator working in the Adobe Experience Manager platform. In coordination with the Compliance Director, the OSA Compliance Analyst tracks all bills of interest to the OSA throughout the legislative session and compiles a final report including the new public chapters at the end of session.

Key Responsibilities:

Serves as a point of contact on contractual and policy questions, acting as contractual liaison between State Procurement Agencies and the Director of Compliance. Responds to questions concerning the interpretation, requirements, and terms and limitations of contracts and legal agreements. Corresponds with State Procurement Agencies regarding contract processing protocols, timing, etc. Develops and implements procedures for contract management and administration in compliance with the State Building Commission policy. As appropriate, contribute to or influence policy updates. Optimizes and maintains site configurations to align with taxonomy, analytics and audience management to enable scalable, global authoring best practices. Monitors legislative bills filed each year to help identify bills of interest or related to work by the OSA or SBC Performs other duties as assigned for the purpose of ensuring the efficient and effective functioning of the Office of the State Architect and the State Building Commission.

Minimum Qualifications:

Bachelor’s degree with a minimum of 4 years of experience in a public contract administration role or equivalent. Proficient in Microsoft Office products (e.g., Word, Excel, Power Point, Outlook)

Preferred Qualifications:

Coursework and/or certificates in public administration, facility management or construction management Experience in Enterprise Adobe Experience Manager content authoring Experience in industrial, commercial or public construction, and real estate industries Knowledge of legal terminology in construction and real estate related contracts, construction documents background or knowledge of construction documents.
