This position is responsible for ensuring the Bank maintains adequate credit, market, and operational risk, thus ensuring the Bank is in full compliance with all banking laws, regulations, and internal policies and procedures. Serves as an advisor to Senior Management in the areas of risk, finance, and accounting; makes recommendations to reduce risk exposure in the areas of asset/liability, credit, The position of Risk Management Officer monitors adequacy of Bank’s ALLL reserve and Credit Risk Rating, in this capacity reports to the Board’s ALLL Committee and acts as secretary of the committee. Assures compliance with all Bank policies and procedures, as well as, all applicable state and federal banking regulations. III. Primary Duties Presents to Credit Committee, Loan Committee, Board of Directors and Regulators. Negotiates and reviews vendor contracts within the credit area, inclusive of hiring environmentalists and engineering firms, as warranted. Provides excellent customer service to internal customers by providing credit reports, appraisal engagements, background searches and other services to assist in the credit process. Derives conclusions for complex portfolio issues, is accountable for high quality recommendations on the credit portfolio and individual loan requests, inclusive of re-writes required. Underwrites the Bank’s more complex loan requests to ensure proper structure and risk mitigation, including monitoring the process of the credit analysis. Reviews, analyzes and renders credit decisions and annual reviews in a responsive, accurate, and timely manner, in accordance with retail credit policy and procedures. Supervises a staff of loan credit analysist/underwriters to ensure optimal turnaround is met given the highest level of quality. Provides on the job training to Jr. Credit Analysts in the areas of credit and banking. Oversees the residential underwriting process, inclusive of correspondent bank approved additions to include segregation of processes/products. Leads special projects for Credit Administration division, including managing staff. Ensures Covenant Compliance Performs Annual Reviews and drafts related action plans required to perform reviews, inclusive of each loan relationship. Provides oversight of appraisal and managements processes to ensure the appraisals are ordered correctly and are received timely. Oversees appraisal reviews (within $1 million) and Residential (within $500 thousand). Performs site visits related to new and existing customers. Originates and implements risk management methodologies for the administration of the credit and loan functions of the bank. Develops and maintains a working knowledge of banking laws and regulations by reading various publications/circulars and attends seminars/meetings with peers. Ensures bank credit policies are updated to reflect changes in law or regulations and recommends changes to policies and procedures to minimize risk due to changing economic conditions. Assists all areas of the bank to coordinate inter and intra departmental activities. Resolves inquiries or issues related to administrative functions. Participates in various internal committees as assigned by Senior Management. Reviews internal/external audits and certifications of bank operations, documenting compliance with state and federal regulations, policies and procedures. Acts as liaison with the Bank’s independent loan review auditors. Gathers data and prepares reports for senior management, audit and other personnel. Performs stress testing. Participates in cross trading of the Portfolio Management, Loan Operations and Special Assets business units as scheduled by Senior Management. Supports the Bank’s goals and values, promotes the bank through participating in outside community marketing activities. IV. Qualification Requirements MBA degree Five (5) years of related experience. Ability to very effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization in both English and Spanish. Ability to read and comprehend instructions, correspondence and memos. Strong interpersonal and communication skills. Excellent organizational skills. High regard to the importance of confidentially. Professional and service oriented demeanor. Strong problem-solving skills. Comprehensive knowledge of the Bank’s products and services. Extensive background in the Bank’s policies, procedures, and banking regulations (State and Federal government). Extensive knowledge of the credit, accounting, finance, and economics.
