Job Description

This is an anticipated vacancy. This position with NCDOT offers full State Benefits , competitive salaries and many career development opportunities. NCDOT’s capital program is supported by various debt instruments including Build NC bonds, federal Grant Anticipation Revenue Vehicle (GARVEE) Bonds, and other revenue-backed instruments supporting the NC Turnpike Authority. NCDOT is seeking a Director of Finance and Enterprise Accounting to direct related debt programs, to ensure compliance with debt agreements, and to coordinate accounting and reporting for the Department’s business-type activities.

In this position you would:

Direct NCDOT’s debt offerings and compliance activities Oversee the compilation and distribution of related monthly reporting to the NC Board of Transportation, periodically presenting to the Board Support debt issuance activities of the NC Turnpike Authority Coordinate NCDOT debt and Turnpike Fund accounting and reporting Supervise a team of three experienced accounting staff While some regular remote work is allowed and encouraged, you would be working on-site at NCDOT’s headquarters or at the NC Turnpike Authority headquarters often depending on Departmental needs. NCDOT’s headquarters, known as the “Transportation Building” is located at 1 South Wilmington Street near the State Capitol building in downtown Raleigh and the NC Turnpike Authority headquarters is located at 2501 Aerial Center Parkway in Morrisville, NC. In this position, you would report directly to the NCDOT CFO and interact frequently with the NCDOT controller, the NC Turnpike Authority executive staff, other NCDOT leaders, and key staff members of the NC Department of the State Treasurer, NC Office of State Budget and Management, and the Office of the State Controller. Applicants must submit an application that clearly reflects work experience that demonstrates the following: Knowledge of accounting and financial reporting within a state or local government environment Knowledge of public sector finance and public sector capital projects Experience working with complex ERP accounting systems such as SAP or Oracle Experience managing professional-level teams Experience ensuring compliance with state and federal financial laws and regulations Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree in accounting, business administration, economics, finance, management or related discipline from an accredited institution with six years of directly related experience in the areas of financial accounting and forecasting, economic analysis, cash management or treasury operations, and or debt management and compliance.
