Executive Director of Accounting 4.0 4.0 out of 5 stars 506 N Guignard Dr, Sumter, SC 29150 Job Responsibilities Supervises the planning, operation, and maintenance of the College’s financial accounting and purchasing systems by developing internal control and other policies and procedures as well as ensuring adherence to mandated Federal, State and SBTCE policies and procedures. Supervises the monthly and fiscal year end close out of the College’s financial records. Prepares all financial statements to include the year-end audit report. Serves as principal liaison with the external auditors. Assists the Vice President for Business Affairs in the preparation and monitoring of the College budget. Manages payroll process. Supervises and evaluates the Activities of the Payroll Administrator to include performance evaluation, development, training and accurate payroll processing. Ensures adherence to Federal, State, and SBTCE policies and procedures related t payroll. Manages payroll reporting to federal and state agencies. Supervises and evaluates accounting department personnel. Provides ongoing training & development to ensure staff have necessary competencies, skills, & resources to perform effectively. Follows established procedures for the EPMS process. Supervises and coordinates College procurement, including processing of purchase orders and administration of the procurement card program. Reviews and processes requests for purchases. Prepares and maintains active bidder’s file for goods and services offered. Monitors contract performance by contractors. Works with state staff and contractors to resolve deficiencies and disputes. Prepares purchasing reports. Manages, plans, and evaluates all budgetary functions of the department. Completes annual planning process as a unit of Business Affairs; develops annual plans of action, completes annual effectiveness reports, and identifies appropriate goals for the unit; evaluates effectiveness of programs and implements changes for continuous improvement. Minimum and Additional Requirements A bachelor’s degree with accounting courses and professional experience in a related area such as accounting, auditing, banking or finance.
