Role and Responsibilities We are seeking a Working Capital Fund (WCF) Financial Operations Lead Analyst with experience supporting federal government accounting operations, financial management, and/or data analytics reporting. More specifically the candidate must be able to perform and/or provide support for the following tasks: Prepare, review, and update the Budget Estimate Submission (BES) for federal government/DoD agency, ensuring alignment with strategic goals, rate targets, and past Fiscal Year (FY) projections. Participate in planning meetings and ensure BES templates align with leadership decisions, including decommissioning, rate targets, and funding priorities. Monitor program spend plans and operational budgets, prepare and process funding packets, track budget statuses, and engage program leadership on changes and objectives. Identify and implement process improvements and best practices, revising business process documentation based on assessments and input. Track and analyze execution data from accounting systems of record and provide recommendations for improving financial performance and operational efficiency. Coordinate and analyze commitment, obligation, and expenditure information from accounting systems for execution reviews, providing recommendations for strong financial performance. Foster cross-functional collaboration to drive innovation in financial reporting and processes, regularly review systems and processes, and integrate emerging technologies to enhance data analysis and reporting capabilities. Support other related reporting requirements as needed, including ad hoc financial analysis and research, and prepare data for briefings and presentations. Qualifications, Education and Skills Requirements US Citizenship required. Sponsorship is not available. Bachelor’s Degree in Finance, Accounting, Business Administration, or related field and at least 5-7 years of financial management experience in a Working Capital Funds (WCF) environment. CDFM, CGFM, CFA, CPA, or other relevant professional financial certifications, along with equivalent experience of 7-10 years of experience in federal government financial analytics may be considered in lieu of a degree. Experience briefing executive-level management and maintaining relations with clients at all levels of an organization. Excellent analytical skills with a keen eye for details Intermediate to Expert level project experience with Oracle Financial modules P2P, O2C, B2R, and/or A2R. Possess high-level communication and problem-solving skills; effectively communicate with all levels of client management, contractor managers and client agency representatives; adept in generating and conducting briefings, presentations, etc. Intermediate to Expert working knowledge of products such as Excel, Word, PowerPoint, Outlook, and Oracle financials/ERP. Preferred Skills and Certifications Master’s Degree. Familiarity with federal government accounting and financial management operations including appropriation. CDFM, CGFM, CPA, or other professional financial certifications. Prior government contracting or civil servant experience. Active DoD Secret clearance preferred. Military veteran preference.
