Employee Health Plan Financial Analyst Risk Management Pay Rate:

MAJOR FUNCTION
Provide financial analytical support for the Polk County Government Health Plan and Employee Health Clinic operations. Responsible for budgeting, forecasting, financial reporting, and analysis to drive informed business decisions. Reports to the Risk Management Director and Budget Director analyzing cost-effective approaches to delivering employee benefits, including clinic services.
ILLUSTRATIVE DUTIES
Financial Analysis and Reporting Perform budgeting, forecasting, and projection of future performance for the self-funded Health Plan and Clinic. Prepare and present monthly reports, utilizing vendor data, to the Health Insurance Committee. Track and analyze medical and prescription claims; report emerging trends to the Risk Management Director and Insurance Committee. Prepare year-end accruals for Finance and Accounting. Attend and participate in weekly and monthly consultant calls. Assist Risk Management Director and Budget Director with financial analysis, budgeting, and reporting for the self-funded county property and casualty insurance. Health Plan Support and Coordination Provide financial support for the Health Plan, including cost accounting and budgeting coordination. Prepare, analyze, and interpret reports and statistical data related to health plan performance and utilization. Manage accounts payable activities; analyze trend data to support budgeting and Health Plan/Clinic initiatives. Evaluate and report on the impact of changes affecting the Health Plan, coordinate updates with Human Resources and Information Technology. Collaborate closely with the Benefits Department in Human Resources to align financial strategies with benefits program objectives. Partner with external healthcare and benefits consultants to identify industry benchmarks, best practices, and cost optimization opportunities Monitor and ensure compliance with healthcare regulations affecting the County’s self-funded health plan. Communicate all plan modifications and consultant recommendations to the Risk Management Director and Health Insurance Committee.. Contract and Invoice Management Provide cost justifications and return-on-investment (ROI) analyses for Health Plan contracts and Health Clinic performance. Monitor self-funded plan reserves. Review and submit Health Plan invoices for payment. Assist Procurement with Requests for Proposals (RFPs) within the Risk Management Division. Project Management and Administrative Support Assist with preparation of the annual Benefits Book, including updates to plan rates and language. Serve as project manager for Health Plan-related initiatives (e.g., ACA compliance, Dependent Eligibility projects). Provide ad hoc reporting support for Constitutional Officers and upper management. Perform other duties as assigned.
KNOWLEDGE, ABILITIES AND SKILLS
Financial and Analytical Expertise Knowledge of cost accounting standards and principles, and the practice of management analysis. Ability to mine data and generate reports with a high degree of proficiency in Excel or Oracle Advanced Benefits Operating Systems. Skilled in financial analysis, forecasting, and performance reporting. Experience with healthcare specific data management systems and claims analysis software. Knowledge of healthcare cost containment strategies and experience in analyzing health plan performance metrics. Technical and Systems Skills Strong proficiency with Microsoft Office applications and information systems related to financial operations. Ability to effectively utilize personal computers for advanced financial reporting and analysis. Knowledge of healthcare claims analysis systems and benefits administrative platforms. Organizational and Planning Skills Ability to plan, coordinate, and organize work assignments efficiently. Ability to adapt to changing priorities and maintain flexibility in a dynamic environment. Strong judgment and problem-solving skills with the ability to independently accomplish tasks and meet goals. Communication and Interpersonal Skills Excellent oral and written communication skills. Ability to clearly present financial information to various audiences, including leadership and committees. Ability to develop and report on key performance indicators for the Health Plan and Clinic.
MINIMUM QUALIFICATIONS
Bachelor’s degree in business, accounting, or a related field from an accredited institution. Minimum of five (5) years of increasingly responsible health plan analyst experience, including three (3) years of financial management and analysis experience. Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment. An equivalent combination of related training and experience may be substituted for the minimum qualifications.

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
