GENERAL DESCRIPTION

SUMMARY Under the general supervision of the Community Development Block Grant-Disaster Recovery (CDBG-DR) Program Director, performs work servicing complex disaster recovery administration related to community development projects. The incumbent maintains an awareness of the status of potential and existing projects, handles complex recurring work and one-time problems, provides advice and assistance to other Community Finance Division personnel whose assignments might include duties related to oversight and/or compliance of CDBG-DR matters. The Financial Analyst will maintain financial records across multiple grant management tools for all CDBG-DR and

projects and activities, as well as provide technical assistance for financial compliance, review and respond to correspondence, prepare materials, and facilitate during presentations for subrecipients, applicants, and the public, participate in technical and objective reviews of CDBG-DR applications for funds, and other duties as assigned.

MINIMUM ELIGIBILITY REQUIREMENTS

Bachelor’s degree in a related field from an accredited college university AND Two years of related professional experience OR
Associate degree AND Four years of related professional experience OR
Six years of related professional experience.

ESSENTIAL FUNCTIONS

Maintain accurate, verifiable records of financial transactions across the portfolio of CDBG-DR and

CDBG-MIT

awards
Responsible for accurate, timely, and descriptive data entry to the Disaster Recovery Grant Reporting (DRGR) system, including Action Plans, amendments, narratives, accomplishments, etc.
Support Grants Analyst in conducting eligibility and financial management reviews of subrecipient drawdowns, for a variety of activity types including but not limited to infrastructure, housing, planning, etc.
Serves as a Requisition Requestor in the State of Georgia’s Team Works Financial System
Prepare and facilitate financial presentations for subrecipients, units of general local government, the public, and other stakeholders

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

A basic knowledge and the ability to develop advanced knowledge of Community Development Block Grant (CDBG) regulations, including CDBG-Disaster Recovery (CDBG-DR)
Knowledge of federal, state, and/or local grant management, with an emphasis on federal financial assistance programs
Strong Microsoft Office skills, with a strong emphasis on Excel and SharePoint
Excellent organizational skills with the ability to manage multiple deliverables and critical deadlines

PREFERENCE

Preference will be given to applicants who in addition to meeting the required knowledge, skills, and abilities have one or more of the following:
Proven experience with data entry and overall management of the Disaster Recovery Grant Reporting (DRGR) system
Proven experience with financial management of federal grants over $100 million dollars
Proven experience with drafting, reviewing, and revising policies and procedures using best practices

PHYSICAL / SENSORY REQUIREMENTS

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment. Must be able to remain in a stationary position 50% of the time. Must be able to perform office-related duties. Must be able to operate office equipment. Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
