Description of Work This Position Is Funded In Part Through Federal Funds The Financial Analyst supports the preparation and maintenance of the Public Assistance Cost Allocation Plan (PACAP) for the North Carolina Department of Health and Human Services. This position focuses on smaller, less intricate plans and is responsible for collecting and analyzing cost allocation statistics, preparing required worksheets and schedules, and ensuring adherence to federal regulations and Generally Accepted Accounting Principles (GAAP). This role contributes to the overall effectiveness of the Office of the Controller by preparing cost plan amendments, developing cost allocation narratives and bases, and responding to inquiries from federal oversight agencies. The position also supports special project analyses requested by department leadership, playing a key role in departmental financial transparency and compliance.

Key Duties Include:

Collecting and validating monthly financial and statistical data. Developing and maintaining small-to-medium cost allocation databases. Applying cost modeling and database tools (Access, DB2) to generate allocation percentages. Preparing and updating cost allocation plans, narratives, and allocation bases. Supporting monthly cost allocation closings using simulated and actual data injections into NCFS. Identifying and resolving data discrepancies in collaboration. Drafting amendments and responses to federal inquiries on cost plans. Performing financial analyses to support special project requests from DHHS leadership. Maintaining documentation in compliance with federal guidelines and internal procedures. Coordinating with budget officers to ensure accurate and timely cost data reporting. Experience validating and loading financial data into enterprise resource planning (ERP) systems such as NCFS, Oracle, or equivalent enterprise-level fiscal platforms.
