Job Description The City of Raleigh is looking for a highly competent and motivated individual to join the Finance Department to serve as a Senior Financial Analyst within the Management Accounting Division. The Management Accounting Division provides a wide range of financial services. This position will work closely with finance leadership team members and is responsible for a wide variety of analysis used to make data driven operational and strategic decisions. A unique set of skills are required which include a strong accounting background, ability to analyze and interpret data and make recommendations as to the allocation of financial resources. The Finance department supports City-wide operations and operates in a fast-paced work environment. Duties and Responsibilities Creates and maintains predictive forecasting models to support decision-making and short/long-term planning
Provides financial analysis for use by City leadership and City Council Performs monthly and quarterly variance analysis of major revenue and expenses vs.

budgets:

Researches and analyzes revenue, expense, and balance sheet items as requested (daily/weekly/monthly)
Assists with the annual budget process & special projects as needed
Serves as a lead worker, assigning work and monitoring work completion on cross-departmental projects such as fee studies, enterprise models and internal service fund model updates
Reviews and assesses operational efficiency, financial records and ledger accuracy, and the effectiveness of internal controls. Develops, recommends, and implements program enhancements, controls, policies and procedures
Researches, analyzes, maintains, or oversees the maintenance of financial records, statements, performance metrics and other assigned function, program, project and/or process documentation. Performs data modeling, ad hoc analysis and/or special reporting, provides budget development support, and manages assigned budget
Prepares and/or reviews financial statements, journal vouchers, transaction documents, schedules, reports, presentations, contracts, and other documentation. Ensures timely and accurate reporting in accordance with applicable standards, policies, requirements and regulations
Supports Finance divisions, including but not limited to debt management and associated debt operational management, grant fiscal reviews, and various financial reporting needs In addition to the above responsibilities, General Management Accountant duties in this role include: Performs duties and projects of a generally advanced nature in the following general areas: Financial Analysis, Trend Analysis, Forecasting, Business Modeling, Decision Support, Policies and Controls, and Budget support
Creates and develops reports and provides value added analytics in partnership with citywide department
Establishes mechanisms to support monitoring and compliance of Federal, State and local requirements
Develops, collects and maintains Finance performance measures for dashboard reporting to support decision making
Develops and prepares business intelligence data for decision making and performance analytics
Maintains key business models and partners with citywide departments providing governance and analysis to help in operational or strategic decision making
Serves as a Subject matter expert (SME) on many aspects of fiscal matters, examples include business efficiency and re-engineering, reconciliation, and fiscal compliance matters

Typical Qualifications Education and Experience:

Bachelor’s degree in accounting, finance, business or public administration and five years of professional finance, budget analysis or accounting experience which includes experience with Generally Accepted Accounting Principles (GAAP) and/or public sector accounting and budgeting OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Certification as a
