Position Description
South Carolina State University is seeking to hire an experienced and talented Fiscal Analyst. Under the supervision of the Director of Finance for Public Service and Agriculture (PSA) and 1890 Research and Extension (R&E), this position requires strong communication, problem-solving skills, and attention to detail. Performs professional duties in the maintenance, budgeting and reporting of PSA transactions. Verifies documentation of financial transactions and ensures timeliness and accuracy of posted expenditures.

Responsibilities:

Under the supervision of the Finance Director or their designee, the Fiscal Analyst will:
Distributes budgetary instructions and develops and/or explains the use of budgetary forms, interprets policies and procedures, and prepares budgetary reports and amendments for review.
Reviews complex budgetary requests for completeness, verifies estimates, summarizes budgetary statements of program activities and objectives and analyzes program benefits/cost-effectiveness measures.
Monitors personal service fund changes and apprises management of unbudgeted actions.
Analyze each projects costs, related to payroll and all other direct expenditures as well as encumbrances for allowability and budget conformity.
Conduct monthly budget vs. actual analysis, utilizing reporting tools to create and provide monthly budget performance reports for all sponsored projects assigned (Extension programs and External Grants). Additionally, conduct semesterly (Fall, Spring and Summer) budget review meetings with Regional Managers/Principal Investigators.
Reconciles assigned projects for quarterly review by the senior financial manager. Prepare overall project review for each region or assigned grant performance. Include the spending trend performance, from inception to date and provide project expenditure forecast through the end of the respective semester.

Required Qualifications:

Ability to assume responsibility under minimum supervision, exercise initiative, and judgment, and make sound decisions within the scope of assigned authority.
Ability to understand and complete financial statements and account reconciliation.
Build a solid professional working relationship with peers and be highly dependable in planning, designing implementing, and reporting activities in a timely manner.
Must be able to relate to culturally diverse employees and faculty.
Overnight in-state and out-of-state travel is required for the position.
Must be able to interpret state and federal regulations and determine their application to grant program administration.
Minimum Requirements
A bachelor’s degree and professional experience in a related area such as accounting, auditing, finance, or commercial lending.
Excellent interpersonal and communication skills, with the ability to provide exceptional customer service and work with diverse groups of people.
Strong initiative with the ability to multi-task and prioritize workload.
Knowledge of office practices and equipment.
