INTERNAL FINANCE AUDIT MANAGER
The Town of Stratford is currently accepting applications for the position of
Internal Finance Audit Manager for the Finance Department
GENERAL DESCRIPTION
The Internal Finance Audit Manager is a senior-level position responsible for all financial auditing requirements/processes, financial management and compliance of all special projects, capital projects and grant-funded activities for the Town of Stratford. This role serves as a member of the team that is the liaison between all Town Departments, Building Committee, Procurement Department, Mayor’s Office, and external community partners. The Manager also leads internal audit functions related to grants, capital expenditures, and fixed asset management, ensuring strong fiscal oversight, transparency, and regulatory compliance. Serve as Acting Assistant Finance Director or Finance Director in their absence, providing leadership, guidance, and continuity of operations for financial functions. Represent the Finance Department in cross- departmental meetings and decision-making.
SUPERVISION RECEIVED
Works under the general direction of the Finance Director.
EXAMPLE OF DUTIES
Financial Management of Special Projects:
- Develop and manage budgets for special projects.
- Monitor and track expenditures and prepare financial reports.
- Ensure proper file retention and retrieval for audits and grantors.
- Develop and maintain systems for documentation and digital archiving.
Audit Oversight:
- Coordinate preparation and submission of the Town’s Single Audit report.
- Ensure resolution of audit findings and regulatory knowledge.
Capital Expenditures and Fixed Asset Management:
- Oversee financial tracking and reporting of capital expenditures.
- Coordinate accurate recording of fixed assets.
- Assist with bid documents and review contracts with department team.
Internal Audit and Grant Risk Management:
- Conduct internal audits and risk assessments of grant-funded and capital projects.
- Review financial controls, procurement activity, and compliance with grant requirements.
- Ensure audit readiness and follow-through on corrective actions.
- Provide recommendations for improving financial oversight and mitigating operational risk.
Grant Responsibilities:
- Develop formal processes to ensure grants are properly tracked Maintain financial records and coordinate audits.
- Track compliance milestones and funding guidelines.
- Ensure grant financial reporting and coordinate grant close outs.
Support for
Departments and Community Partners:
- Coordinate between the Town, Building Committee, Procurement, and Mayor’s Office.
- Attend meetings and ensure communication when necessary.
- Guide departments and community partners on grant procedures and compliance.
- Conduct training and provide resources.
Performs related work as assigned/required.
KNOWLEDGE, SKILL, ABILITIES
Strong analytical and financial reporting skills.
Knowledge of grant regulations, procurement policy, and Uniform Guidance. Excellent communication, organizational and collaboration skills.
Ability to lead internal reviews and implement improvements. Proficiency in Microsoft Office and financial software.
QUALIFICATIONS
A Bachelor’s degree in Accounting, Finance, Public Administration, or a related field, plus a minimum of 5 years in financial management, grant administration, or project oversight,
including at least two years of management supervision, OR, an equivalent combination of education and experience substituting on the basis of one year of experience for each year of education.
Municipal government or public sector experience highly desirable. Experience with Tyler Munis and/or ADP software preferred.
