Administrator in the Office of Economic Development and provides leadership, supervision and support for the creation, implementation, and achievement of small business economic development goals/objectives. This position assists with oversight of the financial and administrative support for the
EBO/JSEB
Office, which includes managing the budget process and directing the reconciliation, auditing, and analysis of all accounts receivable and accounts payable. The work is performed in an office setting and the physical demands are minimal. Examples of Work Ensures that the

stays on budget and compliant with all its various economic development agreements. Provides technical guidance and direction to staff relative to financial matters. Oversees the preparation of the division’s budget. Maintains budgetary control within the financial records, including review of all expenditures and revenues. Analyzes and monitors budget transfers, transfer directives, and personnel record changes for the division to verify requests fall within the budgeted limits, accounting guidelines, municipal code compliance and all other legal requirements. Assists the OED’s Finance and Compliance Section, as needed, including accounting, purchasing, budgeting, financial reporting, payroll, accounts payable, accounts receivable, fee schedules, cash management, revenue forecasting, strategic planning, and systems administration. Schedules, coaches, assigns, reviews, and evaluates the work of assigned staff. Communicates clear direction, managing for results and leading organizational change. Assigns responsibility, takes corrective action, demonstrates leadership and evaluates, develops and motivates employees. Conducts continuous improvement assessments in order to identify opportunities and potential risks associated with critical processes within the Finance and Compliance activities. Acts as liaison between internal and external auditors, as needed, for compliance related audits. Facilitates loan closing and collections for the JSEB Access to Capital loan program. Oversees professional service contracts for the division. Performs related work as required.
Open Requirements/Supplemental Information Position Requirements:
Ten years of education and/or experience in finance, financial analysis, and management. A bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field is preferred.
Licensing/Certification/Registration:
A valid driver’s license is required prior to appointment & must be maintained during employment in this class. Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification.
