General Statement of Job Performs complex professional and administrative work managing and supervising financial operations of the police department, including budgeting, procurement, accounting, financial reporting, grants, payroll, and ensuring compliance with local, state, and federal regulations. Does related work as required. Work is performed under general supervision. Supervision is exercised over specific division personnel. Essential Functions Coordinates and administers the department budget and oversees funds across different bureaus and programs.
Manages and supervises the daily administration of the Department budget, procurement, grants and payroll.
Develops goals, policies, and procedures regarding the Department budget, procurement, grants and payroll.
Monitors expenditures and provides financial analysis/reporting to support decision making.
Conducts internal audits of funds.
Administers the purchasing card (credit card) program at a department level.
Evaluates work of subordinates including preparing evaluations.
Reviews complaints regarding the service provided by assigned subordinates.

Knowledge, Skills and Abilities Knowledge of:

Project funding requirements and financial compliance.
Budgeting systems and experience in developing budgets
Federal/State trust fund laws. Future trends in budgeting and grants management.
Advanced knowledge of Microsoft Excel Skilled in: Strong interpersonal skills. Strong technology skills
Experience in cost/financial analysis, forecasting, and budgeting. Detail-oriented with the ability to produce polished and accurate work products.
Adept at queries, report writing, and presenting findings.
Demonstrated experience handling sensitive and confidential information appropriately.

Ability to:

Complete multiple tasks with competing priorities. Detail-oriented with the ability to produce polished and accurate work products. Research and analyze various data, perform technical calculations, prepare reports, and make recommendations based upon findings. Ability to analyze and recommend process and system design changes and upgrades. Effectively administer and manipulate an Enterprise Resource Planning system for Project Financial management.
Design, implement, and maintain audit programs related to data integrity.
Work independently with high initiative while also being comfortable working as a team member Minimum and Preferred Qualifications Bachelor’s degree in a related field required, as well as Five (5) years of public sector/municipal budgeting experience including
Two (2) years of experience with public sector budgeting, procurement and accounting AND
Two (2) years of experience in budget preparation and administration. Skill as a manager/supervisor with progressively responsible work experience.
Previous law enforcement experience is not necessary.

PREFERRED QUALIFICATIONS

Master’s degree is preferred.
Experience in grant writing and grant funding administration preferred
Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor’s degree, and additional two (2) years in lieu of an associate degree.

SPECIAL REQUIREMENTS

Possession of a valid State of Florida Class “E” driver’s license with no more than six (6) points in a three (3) year period.
The applicant must successfully pass a complete background investigation to the satisfaction of the employer prior to the appointment.
