Position Information
The purpose of this classification is to manage the operations and staff involved in conducting financial services and accounting functions for the Water System
This position manages the Water System’s financial activities and supervises the Water System Accounting Division staff This position also manages financial activities for the department: monitors and reviews all general ledger activity for completeness and accuracy; reviews and approves payments for construction funds; manages all procurement activities; reviews and approves equity allocations; monitors cash accounts and revenues; records debt service payments; and maintains all related documentation
Essential Functions
Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals
Coordinates work activities: prioritizes work activities in order to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to County management and elected officials as requested
Manages and coordinates the short- and long-term financial planning for the department: reviews Financial Planning Model (FPM) and coordinates updates as needed; performs reconciliations of the Comprehensive Annual Financial Report (CAFR) to the FPM to insure accuracy and completeness; analyzes statistical information and provide recommendations regarding ratings and bond requirements; and coordinates preparation of official financial statements
Manages financial activities for the department: monitors and reviews all general ledger activity for completeness and accuracy; reviews and approves payments for construction funds; manages all procurement activities; reviews and approves equity allocations; monitors cash accounts and revenues; records debt service payments; and maintains all related documentation
Manages the preparation and maintenance of the operating and capital improvement budgets: coordinates budget preparation with division managers; answers questions and makes recommendations regarding budget process and requirements; monitors expenditures to ensure compliance with approved budget; and reviews and distributes monthly budget reports
Manages and coordinates year end closing activities: coordinates the preparation for annual audits and Compliance Statement for inclusion into CAFR; coordinates the preparation of and prepares various statistical information and financial reports; and coordinates petty cash audits and inventory counts
Consults and communicates with Water System administrators, County administrators, elected officials, County employees, and other individuals to review operations and activities, review and resolve problems, receive and give advice and direction, and provide recommendations: attends and facilitates meetings; and provides information, reports, documentation, etc as requested
Performs other related duties as assigned
Minimum Qualifications
Bachelor’s Degree in Accounting, Finance, or related field required; supplemented by five years of progressively responsible professional level experience in accounting, auditing or related field, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
Licenses and Certifications
Must possess and maintain a valid Driver’s License A valid licensure as a Certified Public Finance Officer (CPFO) preferred
Physical Abilities
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds) Tasks may involve extended periods of time at a keyboard or work station
Sensory Requirements
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals Some tasks require the ability to communicate orally
