Revenue Supervisor Chatham, County of (NC) Pittsboro, NC 27312 JOB Chatham County Tax Department is seeking a motivated and experienced professional to lead the daily operations of our Collections Division. Under the general supervision of the Tax Administrator, this position is primarily responsible for managing and supervising the day-to-day operation of the Collections Division of the Tax Department. This position is responsible for managing the personnel and financial resources of the tax office, ensuring compliance with all statutory requirements of tax collection, responding to and resolving collection concerns, inquiries or complaints, and preparing various reports. Supervision and oversight are provided to staff.

EXAMPLE OF DUTIES

Supervises all Tax Collection Division staff which includes scheduling, instructing, planning, assigning and reviewing work, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, assisting with selecting new employees, and recommending the discipline of employees;Ensures the accuracy and accountability for all revenues received, deposited, recorded, reconciled and reported by the department;Serves as primary contact on all escalated tax collection complaints and issues;Ensures timely accounting and deposits as scheduled by the Finance Department;Trains and develops new and existing staff members in compliance with the Tax Administration policies and procedures;Establishes and monitors internal control processes and ensures procedures are following federal, state, local laws and regulations;Measures the effectiveness of divisional activities and makes recommendations to improve service levels;Creates and disseminates tax certifications per state law to attorneys and interested parties;Prepares monthly and year-to-date reports of all revenues collected and ensures other required reports are completed and submitted in a timely manner;Assures highest collection percentage by using innovative and aggressive collection methods;Prepares and maintains outstanding tax revenue and collection journal for tax revenues and maintains collection journal for revenues collected;Enforces department policies and procedures to ensure the security of the office, cash drawers and safe;Prepares and submits lists of delinquent tax accounts for publication in local newspaper of record and maintains a record of listed accounts;Manages the processing and collection of returned checks, notifies taxpayers of NSF checks, collects and redeposits;Performs a variety of clerical duties, including maintaining accurate and up to date records, typing, copying and filing documents, faxing, emailing, answering telephones, processing mail, maintaining office supplies, etc.;Manages the bank deposits of monies collected daily from revenue technicians, maintaining records of all receipts and preparing associated reports;Updates files, processes payments, and manages appeals for the debt setoff program;Manages overpayments on tax accounts before a refund is issued;Manages refunds in a timely manner;Assists taxpayers with inquiries regarding tax payments, responds to questions or refers taxpayers to appropriate officials, calculates payment plans for delinquent taxpayers, collects and posts tax payments, and prepares receipts for payment;Receives, sorts, and distributes incoming mail and manage returned mail;Exercises considerable tact, courtesy, and firmness in frequent contact with the general public, attorneys and businesses;Performs other related duties as assigned.

SUPPLEMENTAL INFORMATION

Thorough knowledge of laws relating to the collection of current and delinquent taxes;Thorough knowledge of the principles and practices of billing, accounting, and collections;General knowledge of modern and effective supervisory principles and practices including training, motivation, communication, conflict resolution, and performance coaching and evaluation;General knowledge of county personnel, purchasing, and budgeting policies and procedures;Ability to demonstrate excellent customer service and knowledge of customer service principles and practices;Ability to supervise and participate in the collection of taxes, bills, and related work;Skill in the use of standard office equipment including personal computers, adding machines, postage machines, and related software;Ability to develop, implement, evaluate and revise revenue collections policies and procedures;Ability to perform mathematical computations with speed and accuracy;Ability to prepare and maintain complex financial reports and records;Ability to work with the public in a courteous and tactful manner;Ability to interpret and explain laws, rules, and regulations;Ability to handle sensitive and complex situations with discretion and professionalism;Ability to establish and maintain effective working relationships with associates and the general public;Physical RequirementsThis work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking, hearing and repetitive motions, frequently requires touching or feeling and occasionally requires standing, walking, climbing, balancing, reaching, pushing, pulling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally performed in a moderately noisy location (e.g. business office, light traffic). Special RequirementsMust possess a valid North Carolina driver’s license. Completion of NC Fundamentals of Tax Collection coursework.

Must possess or complete a certification as an Assistant or Deputy Tax Collector by the North Carolina Tax Collector’s Association within two (2) years of employment.
