open ONLY for current employees of the NC Department of Revenue The North Carolina Department of Revenue is accepting applications for a TPAC Revenue Officer II (ROII) Supervisor to serve the Charlotte Service Center in the Taxpayer Assistance and Collection Division. The
TPAC ROII
Supervisor is responsible for overseeing the taxpayer assistance and collection program at the Charlotte Service Center which involves locating and contacting taxpayers with known liabilities (collection cases) and non-filers (delinquents) to collect delinquent taxes and secure delinquent returns with the ultimate goal being to bring the taxpayer into voluntary compliance with the tax laws. Supervisor is ultimately responsible for ensuring individual and team performance goals are attained. The

Supervisor is responsible for reviewing collection and delinquent cases to ensure that appropriate actions are being taken to bring resolution. In some cases, it is necessary to use legal remedies to collect liabilities or secure returns. The legal remedies include civil procedures such as garnishments, tax warrants, and certificates of tax liability. The

Supervisor provides technical and professional knowledge and guidance to Revenue Officers to ensure the correct remedies are utilized. This position offers guidance in Revenue Officers’ decisions to stop or suspend any initiated actions and negotiate alternative resolutions with the taxpayer if those resolutions are deemed to be in the best interest of the State. The

Supervisor is responsible for assisting in the training and evaluation of new employees. This position ensures all new employees receive the necessary supervision and instruction of the job requirements during the initial one-year training period. This position must also provide a detailed analysis at specific time intervals to document a trainee’s strengths and weaknesses in all dimensions of the job. Knowledge, Skills and Abilities / Competencies Considerable knowledge of revenue laws, processes, procedures, and methodology required to administer each of the different tax types and schedules to determine tax liability, secure delinquent returns, conduct tax investigations, enforce provisions, and assist taxpayers with filing delinquent returns
Considerable knowledge of the Department’s assessment process including the ability to determine or adjust a taxpayer’s liability
Demonstrated experience explaining and educating the public on certain provisions of revenue laws as they relate to individual assessments or collections
Demonstrated experience analyzing highly complex collection problems, determining the proper application of the revenue laws, interpretations, and regulations, and evaluating alternative solutions Minimum Education and Experience Requirements Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree in Business/Public Administration, Economics, Accounting or related field from an appropriately accredited institution and three years of experience in accounting or collection work involving public contact; or an equivalent combination of education and experience.
