The North Carolina Department of Health and Human Services (NCDHHS) is seeking a dynamic and experienced Accounting Manager to serve as the Accounting Branch Manager for the Accounts Payable, Contracts Payable, and Payroll units within the Office of the Controller. This position oversees daily operations related to accounting functions for an agency with over 17,000 employees and an annual budget exceeding $27 billion. The selected candidate will play a critical leadership role in supervising teams, streamlining processes, maintaining compliance, and guiding financial reporting for large-scale, statewide functions.
The Accounting Branch Manager serves as the department’s subject matter expert on the procure-to-pay lifecycle within the North Carolina Financial System (NCFS). The position leads activities tied to invoice processing, fixed assets, 1099s, payroll, accruals, and other accounting functions—ensuring accuracy and adherence to policy across a highly complex and fast-paced environment. This role requires a blend of technical accounting expertise, operational leadership, and cross-functional collaboration with stakeholders across divisions, vendors, and oversight entities.
Key Duties Include:
Oversee the day-to-day operations of Accounts Payable, Contracts Payable, and Payroll across DHHS divisions.
Serve as the department expert on NCFS (North Carolina Financial System) procure-to-pay processes.
Manage direct and indirect invoice payments, p-card reconciliations, aid contracts, fixed assets, payroll, 1099s, and escheat reports.
Supervise a team of 28 staff including Accounts Payable Accountants, Contracts Accountants, and Payroll Accountants.
Coordinate cross-training, performance planning (NCVIP), hiring, and conflict resolution for unit staff.
Analyze financial data, prepare reports, and advise on compliance issues and internal controls.
Assist with the compilation and review of accrual entries and reports for the ACFR (Annual Comprehensive Financial Report).
Serve as liaison to the Office of the State Controller (OSC), Department of the State Treasurer (DST), State Auditor, and internal executives.
Respond to audit findings and implement corrective actions that ensure long-term compliance.
Collaborate with the Director of Accounting and Reporting to develop and update financial policies and procedures.

Experience interpreting and analyzing financial data, accounting records, or reports.
Demonstrated experience using enterprise financial systems or similar Enterprise Resource Planning (ERP) platforms such as NCFS (North Carolina Financial System), SAP, Quickbooks, or Oracle.
Proven experience working in an accounts payable, payroll, or contracts payable environment.
Management Preferences
Experience in governmental accounting or financial reporting in a public sector setting.
Minimum Education and Experience Requirements

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework and five years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements and reports of which at least one is supervisory
OR
Equivalent combination of education and experience.
Some positions may require certification as a Public Accountant.
