This is position is located in Accounting Operations, Richland County.
Are you the One? We are looking for an Accounting/Fiscal Manager I who will be responsible for supervising the set-up, maintenance, and collections of agency accounts receivables as well as provider related debt collections and the agency’s receipt and TPL Benefit Recovery processes. The manager will be responsible for reviewing reconciliations of SAP, MMIS, and other related systems. Also, responsible for the preparation of the monthly DDSN Waiver Billings which includes the IDT Billings. The manager will have correspondence with agency and contract staff to solve problems related to receipts, deposits, banking, and cash. He/she will be responsible for maintaining all files for work in process. The manager will also be responsible for assisting in the fiscal year closing as it relates to their functions and perform other duties and assignments as needed.
Supervise the receipt, review, and approval of all electronic 1158 submissions from all agency programs to request receivable set-up. Responsible for the supervision of the set-up, collections, and maintenance of all agency accounts receivables upon the approval of the 1158 form as well as provider verification, customer creation, and fiscal year split verification. Manager is also responsible for assisting in the review, approval, and set-up when there is a large volume; unable to be processed by staff only. Responsible for implementing procedures, establishing controls, managing the request for program access, and reviewing monthly reports to ensure accurate recording of financial transactions, billings, and documentation filings. Also, maintain all necessary reconciliations between ARL, MMIS and SAP, completing adjusting entries when needed.
Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement.
Ensure all staff and program areas have working knowledge of agency policies, procedures and pertinent state and federal government regulations as it relates to accounting and finance. Also, make certain that cross training has been performed for each team function to allow for area coverage while maintaining segregation of duties. Manager is responsible for having monthly 1:1 with staff to communicate expectations, agency and area changes, as well as employee wellness checks. Each employee must also attend at least 20 hours of professional development courses, conferences or webinars in a given fiscal year.
Interacts professionally internally and externally to provide citizens, peers, providers, vendors, and recipients with information to address inquiries regarding services provided by SCDHHS or our affiliates’. Additionally, properly deal with and help resolve any customer complaints by phone, electronically or face to face.
Responsible for ensuring all valid agency staff request to access the 1158 form is submitted to the Enterprise Applications area. Also ensure staff receives any necessary Accounting Operations guidance and instructions related to the receivables process.
Review 50% of monthly randomly selected newly established or adjusted receivables for accuracy of coding, dollar amount, general ledger, and federal spilt. (selection based on the universal sample size formula).
Supervise the agency’s cash receipts process which includes receipting checks in the AR system, approving, imaging, and processing daily deposits of all agency refund receipts, monitoring the revenue clearing account and processing drug rebate and TPL journal entries daily to ensure the accounts are cleared at the end of each month and at fiscal yearend.
Supervise the proper maintenance of aging of accounts receivables to ensure collections are made according to specified due dates to include effective communication of credit policy and negotiation of terms with delinquent debtors. Also, Supervise the monitoring and research of specified aged debt from prior fiscal years. This includes the communication with the agency’s General Counsel, recipients, and providers on collections and write offs.
Manager is responsible for acting as the liaison for the agency on the

account. As Medicaid expenditure requests are received from STABLE’s operations manager related to SCDDSN beneficiaries’ deaths the liaison is responsible for gathering and submitted all necessary information along with a claim form to recover any monies owe to the agency.
Perform additional duties as assigned within the specified timeframe and according to the directions made available at the time of the assignment.

Minimum and Additional Requirements
A bachelor’s degree in accounting or finance, business or related field and professional experience directly related such as accounting, auditing, finance or banking.

Additional Requirements:

Lifting requirements: 20 lbs.
Preferred Qualifications
Knowledge of state government fiscal accounting processes, principles, practices, theories and terminology of accounting and financial management. The ability to effectively communicate with internal and external agency staff.
