Job Description

This position is located in the Budget Division, at SCDMV Headquarters in Blythewood, SC.Responsibilities of the Budget Manager

  • Supervises the day-to-day operations of a statewide budget system for the Department of Motor Vehicles. Monitor compliance with all state and other governing entities. Performs critical analyses and verifies accuracy of accounting information. Completes annual performance evaluations on employees under supervision and counsels employees as needed
  • Manages operating budget and expenditures for assigned areas to ensure expenditures are within budgeted amounts and apprise managers and supervisors of any action not within budget. Works closely with all Directorates within DMV to ensure budgetary needs are met
  • Complete all journal entries associated with assigned departments.

Completes necessary journal entry documentation and submit to Accounting for processing. On a cyclic basis, will prepare the budget status for all scheduled Executive-level staff meetings, activity reports, the agency’s fiscal year budget, the agency’s budgetary fiscal year close-out procedures and report, and any other reports requiring fiscal impacts

  • Manages and audits payroll budget and expenditures for assigned Directorates and collectively for the Agency. Assists management in forecasting and analyzing funding impact for salary adjustments. Conducts feasibility comparisons for Agency Executive Management
  • Compile and analyze monthly activity for areas of responsibility. Meet with agency director and deputy directors to discuss monthly activity and reports. Provide information for projections for remaining FY. Serves as the fiscal subject matter expert for SCEIS and/or management. Works with external agencies on any outstanding transactions requiring DMV’s attention
  • Ensures correct account number information is provided to Accounts Payable and Procurement for Purchase Orders and Shopping Carts. Work with CG and STO on any outstanding transactions not processing
  • Monitors fund balances at all times and keep managers abreast of funds available to ensure transactions continue to process
  • Responsible for agency’s Grant budgeting in addition to related reporting tools
  • Other duties as may be assigned by Manager.
Minimum and Additional Requirements:

Minimum Requirement

  • A bachelor’s degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking. An equivalent combination of education and experience may be accepted with prior approval.[Agency Requirements]{#isPasted
  • Must complete a nationwide criminal background check to include finger printing.

Additional Requirements

  • Knowledge of principles, practices, theories and terms of governmental accounting, budgeting, human resources and procurement
  • Knowledge of state government fiscal and accounting processes
  • Strong Microsoft Excel skills. Ability to interpret and analyze financial data, records and reports
  • Ability to establish and maintain effective working relationships with others
  • Ability to communicate effectively, both written and orally, with management and staff
  • General supervision is given but position requires employee who is self-motivated and works well independently
  • Climate controlled office setting
  • Must be able to lift 10-15 pounds
  • Must be able to work in a fast-paced office environment.
