The Accounting Manager works under the direct supervision of the Accounting/Fiscal Manager II (Chief Financial Officer) of the Office of Resilience. It is responsible for ensuring compliance with state and federal laws, regulations, policies, and procedures governing Resilience grants—including FEMA-related grants and state-managed funding. The role maintains good fiscal control over assigned grants by ensuring payables, receivables, and reconciliations are accurate and completed in a timely manner. This position also serves as the financial point of contact for assigned grants and collaborates with programmatic teams to provide financial support.
Job Duties and Responsibilities of the
Accounting Manager:
Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels and trains employees.
Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.
Assist the Chief Financial Officer of SCOR to ensure compliance with state and federal laws for the Resilience and FEMA grants.
Oversee and process vendor payments and other grant expenditures with efficient fiscal controls.
Responsible for maintaining a good working relationship vendors and programmatic staff to validate and process invoices in a timely manner as required by state and federal policy.
Assists with the development, preparation, and compilation of financial data for state and federal reporting.
Manage ASAP.gov/SCEIS General Ledger reconciliation process
Complete reconciliation monthly to ensure revenues/expenditures are recorded to the correct functional area in G/L.
Ensure cash draws are made correctly in ASAP.gov and match revenues recorded in the G/L.
Document and explain variances monthly.
Make recommendations on corrective journals needed to balance books.
Reviews, analyses and evaluates existing policies, programs, plans, systems, operations, procedures and documents to develop improvements in efficiency, effectiveness, and productivity.
Manage grant time recording process to ensure the time charged is to the correct grant program and verify accuracy of those recordings.
Ensure payroll/fringe related expenditures are allocated to the proper grant in a timely manner each month.
Manage the preparation and calculation of the monthly Resilience and FEMA expenditure draws.
Ensure draws are made by monthly cut off each month.
Ensure all cash received is deposited and recorded as revenue and any reconciling items are explained.
Manage grant draw to ensure grant is not over drawn and creates a credit balance with funding source.
Represent finance as a voting member in weekly Special Case Panel meetings
Duties include researching case discrepancies, providing feedback to panel and voting on request made by contractors/vendors.
Other duties as assigned.
Minimum and Additional Requirements
A bachelor’s degree in accounting or an equivalent program and five (5) years of professional experience in accounting or related area such as auditing, banking or finance.
Additional Requirements:
Knowledge of state and federal regulations and laws applicable to the area of employment.
Ability to analyze and interpret complex financial data and reports.
Ability to plan, organize, review and supervise the work of subordinates.
Ability to establish and maintain effective working relationships with others.
Ability to communicate effectively.
Position may require overnight travel.
Position requires declaration of: Non-Essential declaration. Position may be required to report to work during emergency situations.

Preferred Qualifications
Ability to generate, modify, and write reports in BW (BEX Analyzer) and BOBJ is a plus but not required.
