Job Responsibilities
The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries – electric, natural gas, telecommunications, water/wastewater, and transportation – before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state’s Energy Office, Broadband Office, Digital Opportunity Department, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.
The ORS receives federal funding in several areas to include the SC Broadband Office which coordinates the continued deployment of broadband in the state. ORS has received over $1 billion in funding from state and federal sources for broadband infrastructure. The Senior Finance Manager is responsible for the financial administration of the Broadband Office.

Job duties include:

Manage funding sources and all finance aspects of broadband grant programs, at both a high and detailed level. Establish financial processes and internal financial controls for all broadband grant programs. Ensure grant master data is maintained and consistent with funding sources. Participate with program staff and consultants in developing grant documentation and workflows. Develop and maintain internal and external financial reports for tracking and reporting grant commitments, spending, and balances. Prepare and submit required reporting to state and federal funding sources. Develop ad-hoc reports for various internal and external audiences.
Ensure grantee financial compliance for all grant agreements; includes detail review of grantee documentation (expenditures, other) required within agreements. Work closely with grantees to resolve compliance issues.
Develop and/or participate in training webinars related to grant programs.
Develop and monitor annual Broadband Office budgets and expenses; includes wage and expense allocations charged to budget.

Minimum and Additional Requirements
Bachelor’s degree in accounting, finance, business administration or other related field. At least five years of experience in a corporate finance environment, CPA firm, or consulting with progressively responsible work experience. Experience in budgeting, forecasting, and contracts, to include supervisory experience. Exceptional attention to detail, research, analytical, and communication skills, both oral and written. Proficiency in Microsoft Office Suite to include advanced Excel skills. Experience with SCEIS or other ERP software platform is desirable. Experience related to federal grants is also desirable but not required. Additional Comments
All ORS employees are required to attend ethics training annually for continued employment.
All ORS employees are prohibited from owning equity in regulated utilities.
Work hours are Monday-Friday, 8:30 am – 5:00 pm.
Remote work is not available and employees work in-office at 1401 Main Street, Suite 900, Columbia, SC 29201.
