Financial Specialist – UBA / College of Nursing 4.3 4.3 out of 5 stars Tallahassee, FL Department University Business Administrators – College of Nursing Responsibilities Responsible for fiscal activities at the College of Nursing (CoN) monitoring the transactional functions, verifying, and analyzing specialized financial reporting to ensure the enhancement of services provided to CoN. Identifies potential business process issues and sets systems into place to improve workflow and quality of work. Responsible for procurement functions within the CoN, holds a P-Card, enters unencumbered payment requests (ePRF), ensures purchases are appropriate and follow University and State rules and regulations. Manages requisitions and purchase orders through closure to include receiving and receipting items. Monitors the CoN business procurement activities through maintenance and control of financial records and reports. Verifies and analyzes these reports to make recommendations. Serves as the P-Card Proxy for all Purchasing Cardholders ensuring charges are authorized, meet requirements, and are applied to the appropriate accounts. Ensures monthly P-Card Reconciliations are completed, reviewed, uploaded, and approved. As the Travel Rep for CoN trains faculty and staff in Concur to ensure travelers are up to date and aware of policies, procedures and business processes. May act as a delegate to prepare travel requests, expense reports, and expense reimbursements. Assists with lodging, airfare and conference fee arrangements, enters travel, mileage, and reimbursement reports in Concur. Ensures policies, procedures, and guidelines for travel are adhered to. Initiates and tracks travel authorizations, expense reports, ensures appropriate budget account is indicated, and ensures travel operating policies and procedures are followed. Works with Central Travel Dept. to resolve issues. Holds a T-card. Acts as the CoN Contract Manager receives a request for service/purchase and determines if informal solicitation or formal solicitation is needed. Manages and maintains the Contract Database in accordance with FSU policies and procedures. Communicates with deans, co-workers, vendors, central office staff and CoN faculty and staff to ensure deadlines are met and guidelines are followed. Receives feedback from Contract Administration to assist in negotiating the terms and conditions of the contract until the contract is finalized. Submits initial contract via the contract module within SpearMart for formal approval and e-signature. Facilitates amendments and submits the finalized contract into SpearMart for formal approvals and signatures. Responsible for interpreting and complying with Florida Statutes, State, and University policies and procedures. Responsible for reviewing and recommending policies and procedures to ensure the enhancement of services provided to CON. Identifies potential business process issues and sets systems into place to improve workflow and quality of work. Monitors the procurement and travel activities of the CoN through maintenance and control of financial records and reports. Verifies and analyzes these reports to make recommendations. Serves as primary contact and liaison with Central Accounts Payable for matters involving the prompt handling of invoice payments. Monitors and ensures the propriety of payments, ensuring compliance with the Florida State University Prompt Payment Policy and other applicable laws, policies, and procedures of the State of Florida and Florida State University. Qualifications A Bachelor’s degree and two years of experience; or a high school diploma or equivalent and six years of experience. (
