Job Description:

This is professional services work in overseeing and providing comprehensive planning, research, evaluation, and policy development services to the Department of Transportation. Responsibilities focus on coordinating and supervising the planning activities of a unit; or providing direction, facilitation, technical assistance and/or specialization. This position will work closely with the Multimodal Controller to develop and monitor Multimodal projects for the Maine DOT’s annual work plan.

Duties include:
  • Assist in the development of Multimodal Projects and related funding for Maine DOT’s annual Work Plan.
  • Continuously monitor the Multimodal Portfolio to verify compliance with APM 161.
  • Regularly monitor the Multimodal Surplus/Deficit report and take actions to resolve funding discrepancies.
  • Write a report to identify discrepancies in the ProjEx Multicode field and regularly monitor the results.
  • Report expenses to the Multimodal Committee monthly.
  • Train and Support Planning Staff in Project initiation, funding and closure
  • Assist in the Multimodal Cash Flow Review and Reporting process.
  • Develop a Working knowledge of Fl NESS and ProjEx
  • Assist the Multimodal Engineer in the development of a Multimodal Fixed Asset Management Plan to be integrated into the 2026 to 2028 work Plan.
  • Create ad hoc reports as requested.
  • Exceptional attention to detail.
  • Excellent organizational skills and a willingness to follow up with team members on various requests.
  • Additional duties as assigned, consistent with the job classification.

To be minimally qualified for this position candidates must provide evidence of the following experience: An eight (8) year combination of education, training, and/or experience in planning and program development with specific background in specialized field as necessary (i.e. transportation planning).
