Job Summary Supervises all accounting functions and oversees implementation of any and all accounting programs for the Center; prepares special reports as requested by the Administrator; ensures accounting functions are performed in compliance with Salvation Army established policies, procedures, state, local, and federal rules and regulations; participates in audits by internal auditors; prepares financial reports and ensures the accuracy and completeness of all accounting activities. Manages and provides guidance to the Administrator, managers, and employees with HR related issues and provides interpretation of policies and procedures, and guidance on HR laws including, but not limited to: FMLA, ADA, FLSA, worker’s compensation, etc.
Financial Management :
(60%) Uses accounting methods that are analytical, creative, evaluative, and advisory in nature which requires an understanding of both accounting theory and accounting practice; relies on judgment, discretion, and experience to plan and accomplish goals. Provides advice and counsel to the Administrator regarding financial issues and develop ad hoc reports regarding new and/or reoccurring financial issues; provides advice and counsel regarding the significance of the financial issues in the reports. Develops yearly budgets for the Center and provides advice and counsel throughout the year to the Administrator regarding budgetary issues. Closes accounting books on a monthly basis and makes all appropriate journal entries within established time constraints. Analyzes accounting records to ensure accuracy, completeness, and conformance to established standards. Prepares various financial reports, explains inquiries about reports, and ensures that all financial data is accurate, timely, and complete for management review. Participates in audits conducted by internal auditors and corrects issues found during the audits; responds to financial inquiries regarding all financial reports developed for management. Reconciles the operating account on a daily basis and other accounts including, but not limited to payroll account that must be reconciled in accordance with established guidelines; variances and out of the ordinary issues must be reported to the Administrator and ARC Command Director of Finance. Enters payroll draft journal for bi-weekly payroll. Enters general journal entries to record bi-weekly payroll by Funds. Reconciles all payroll and benefits related Balance Sheet Accounts, to included but not limited to payroll cash transmission, voluntary life, employee medical, LTD deductions, etc. Reviews Over/Short accounts for discrepancies and resolves in accordance with established guidelines. Mediates between Center personnel and bookkeeping personnel for smooth operations and proper control of receipts, disbursements, and purchasing. Calculates and proposes salary increases for both exempt and non-exempt employees within budgetary constraint and sends all payroll reports to the ARC Command. Drive for The Salvation Army to perform random store audits and other activities.
HR Guidance, Recommendations, Form Reviews :
(30%) Manages and provides guidance on all human resources functions for the Adult Rehabilitation Center including, but not limited to: recruitment, staffing, new hire orientation, employee benefits, employee relations, disciplinary issues, investigations of policy/rule violations, interpretation of policies and procedures, guidance on HR laws including, but not limited to: FMLA, ADA, FLSA, worker’s compensation, etc. Provides guidance and recommendations related to various employee relations issues including recruitment, compensation, performance appraisals, disciplinary actions, and terminations. Interprets and provides guidance and recommendations related to policies and procedures in the employee manual. Investigates and acquires written statements from witnesses, accusers and defendants, related to disciplinary issues; acquires all other pertinent documents including videos, pictures or other relevant documents; provides recommendations to management personnel regarding the suggested disciplinary actions to take considering the results of the investigation and potential previous rule or policy violations. Oversees the Center’s FMLA, ADA and Worker’s Compensation issues ensuring that appropriate documentation is sent and acquired on a timely basis, reviews forms for accuracy and completeness; follows up with employee if information is missing or not understandable; ensures that employees returning to work with medical limitations work within their medical limitations. Responds to questions regarding human resources policies and procedures; provides guidance in completing various HR forms, reviews forms for accuracy and completeness; follows up with employee if information is missing or not understandable; ensures compliance with departmental human resources policies and procedures. Provides ARC Command with quarterly pension reports regarding contributions, new enrollments, terminations, and other pension issues on a timely basis. Serves as a liaison between the Center and the ARC Command regarding HR issues.
Supervision :
(10%) Supervises accounting staff and accounting activities; oversees implementation of all accounting programs for the Center. Supervises and ensures compliance with established accounting standards, principals, and guidelines. Supervises, monitors, and manages deposits for all active funds including sales, donations, reimbursements, and other funds are accomplished in a timely manner. Supervises and reviews accounts payable and ensures they are processed accurately and paid within established guidelines. Supervises, monitors, and reviews sales daily to ensure they are posted, including, but not limited to, store sales integrations, office deposits, rag sales, surplus, and any other sales items. Supervises, monitors, and reviews accounts receivable and accounts payable files to ensure that they are kept up to date and in proper order within established guidelines. Supervises, monitors, and coordinates expenditures from Food Stamps funds and other special financial programs. Reviews and monitors time records of all employees; reviews and monitors time clock records of non-exempt employees; reviews and monitors all leave requests and records all leave on time records, as required in accordance with Salvation Army policies and procedures. Knowledge, Skills, and Abilities Knowledge of the practices and procedures of basic accounting and/or bookkeeping. Knowledge of general office practices and procedures. Knowledge of computer spreadsheet software capabilities. Skill in writing reports and developing spreadsheet templates. Ability to read and comprehend manuals and written instructions. Ability to organize and maintain files of accounting records. Ability to apply attention to detail and to perform assigned work at a level of proficiency that will limit the impact of errors. Ability to process financial documents in compliance with established policies and procedures. Knowledge of human resources practices and procedures. Knowledge of standard record keeping practices and procedures. Knowledge of the practices and procedures of basic payroll processing. Ability to organize and maintain files of payroll records. Ability to read and comprehend manuals and written instructions. Ability to maintain the confidential nature of human resources related information. Ability to prepare and maintain human resources records in an accurate, complete, and timely manner. Ability to interpret and enforce personnel policies and procedures in a tactful and courteous manner. Education and Experience Four-year college degree strongly preferred from an accredited college or university in Accounting, Finance, Business, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Licenses and Certifications State Driver’s License Physical Requirements and Working Conditions Ability to meet attendance requirements. Ability to read, write, and communicate the English language. Limited physical effort required associated with sitting, walking, standing, lifting, bending, reaching, twisting, pushing, pulling, 75% to 100% of the work time, and carrying light objects (usually less than 25 lbs.) 15-25% of work time. Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking. Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
