Job Summary
The Manatee Clerk Payroll division provides payroll services to the staff of the Clerk of the Circuit Court and Comptroller, the Manatee County Board of County Commissioners, Port Manatee, Metropolitan Planning Organization and the Supervisor of Elections. The Supervisor III/Payroll supervises staff in accordance with Clerk’s policies and procedures, motivates and encourages employees to achieve optimal performance and schedules/evaluates staff work assignments and performance. The Supervisor III/Payroll position is a full-time, supervisory position that reports to the Deputy Director of Finance. Minimum Qualifications
Bachelor degree in specific field of endeavor high preferred Six years of payroll processing experience required
Minimum of four years in a supervisory or management role required
Payroll Professional Certification required Demonstrates supervisory and leadership knowledge or competency
Computer literacy which includes, but is not limited to, proficiency in Microsoft Windows suite

Essential Functions

Responsible for staffing, retention, development, training and performance management of division staff
Maintains the confidentially of pertinent personnel records
Sets priorities and allocates staff and other resources to meet needs in a timely, effective manner, establishes and maintains staff and work schedules to meet coverage needs
Conducts regular staff meetings to disseminate information, communicate policies, goals and procedures
Creates and maintains division procedures
Audits and complies with entities’ personnel policies
Maintains payroll compliance with IRS, state and federal regulations. Reviews statutes, legislation, rules, regulations and policies and recommends procedural changes as appropriate. Utilizes applicable timekeeping/financial software to process payroll and ensures payroll posting to the general ledger is in balance. Performs Timekeeping Administrator functions
Responsible for professional, courteous service and working relationships with all Clerk’s employees as well as the Board of County Commissioners
Prepares and/or reviews/submits retirement report, liability payments and files various state and federal tax reporting forms, submitting them in a timely fashion
Maintains confidentiality of information learned or acquired as part of the position, which if disclosed, might have adverse internal effect or objectionable outside results
Oversees payroll production for the Board of County Commissioners, the Clerk of the Circuit Court and Comptroller, Port Manatee, Metropolitan Planning Organization and the Supervisor of Elections
Monitors W-2 production for each entity for compliance and accuracy
Manages and processes global system changes a needed, reviews and tests software changes and/or updates
Generates reports for internal and external users
Assists Deputy Director and Director with other related duties as assigned
Regular and reliable attendance is an essential function of this job
