The Payroll Manager oversees the payroll function for OPC, GTC,and GSOC, ensuring accurate and timely processing of multi-statepayroll for approximately 1,100 employees. The role focuses oncompliance with federal, state, and local regulations, maintaininginternal controls, and fostering positive relationships withinternal stakeholders. The Payroll Manager is responsible formanaging two staff members, supporting audits, and driving processimprovements to enhance efficiency and accuracy.
Job Duties:
Payroll Operations Management Ensure accurate and timely processingof bi-monthly payroll, including employee wages, garnishments,benefits, and taxes, in compliance with federal and state wage andhour laws. Update payroll records by reviewing and approvingchanges in exemptions, deductions, department transfers, and directdeposit information. Maintain general ledger activity related topayroll transactions, including journal entries and accountreconciliations. Compliance and Auditing Ensure adherence toSarbanes-Oxley (SOX) requirements and compliance with approximately145 payroll-related regulations across OPC, GTC, and GSOC. Overseepreparation and filing of payroll taxes for semi-monthly,quarterly, and annual filings. Support internal and external auditsrelated to payroll, such as workers’ compensation and financialreporting audits. Systems and Process Management Manage andoptimize payroll systems and interfaces, ensuring functionalityaligns with operational needs. Partner with IT and otherdepartments to implement system updates and ensure data integrity.
Identify opportunities for automation and process improvements tostreamline payroll operations. Team Leadership Lead and manage ateam of two payroll staff, providing coaching, training, andperformance evaluations. Ensure cross-training and contingencyplans are in place to support operational continuity. StakeholderCollaboration Build and maintain strong relationships with internaldepartments, including Treasury, Accounting, Internal Audit, andHR, to ensure seamless payroll operations and reporting.
Communicate clearly and proactively with stakeholders to addressissues and explore process enhancements
Required Qualifications:
Education:
Bachelor’s degree, Accounting, Human Resources orequivalent.
Experience:
10 years of payroll-related experience,including multi-state payroll processing. Strong knowledge ofpayroll systems, preferably Tier 1 platforms. Familiarity withcorporate accounting principles, financial reporting, and generalledger reconciliation. Experience ensuring compliance with federal,state, and local wage and tax laws. Leadership experience managingstaff and collaborating across departments.
Equivalent Experience:
Fourteen years of related experience in lieu of a degree.
Specialized Skills:
Compliance requirements knowledge (Payroll,Sarbanes Oxley for OPC, etc.)
Technical:
Experience and knowledgeInfor CloudSuite (ideally, Payroll and GL) SharePoint Othersystems/software helpful; Jedox, MHC, JPMorgan, Web Intelligence(Business Objects), Strong Organizational and planning skillsAbility to prioritize multiple assignments with competing andconflicting deadlines Excellent interpersonal and customerrelationships skills and service delivery
Licenses/Certifications :
