Position Overview:

Parker Young Restoration is seeking a highly skilled and experienced Manager, Payroll and Benefits to lead our payroll and benefits functions. This critical role is responsible for ensuring the accurate and timely processing of payroll (including bonus and commission programs), the effective administration of all employee benefit programs, and strict compliance with all relevant regulations. The ideal candidate must be familiar with ADP Workforce Now and possess deep expertise in payroll operations, benefits management, retirement plan administration (401k), and leave management, including FMLA, ADA, and other company or state-mandated leaves. Reporting directly to the Vice President, People and Culture, this individual will play a key role in maintaining employee satisfaction and operational excellence within the People and Culture department at Parker Young Restoration.

Key Responsibilities:
Payroll Management:

Oversee and manage all aspects of multi-state payroll processing for Parker Young Restoration, ensuring timeliness, accuracy, and compliance with federal, state, and local regulations using ADP Workforce Now. Manage the administration, calculation, and accurate processing of all company bonus and commission programs in collaboration with relevant department heads (e.g., Sales, Operations, Finance). Manage payroll system configurations, updates, and vendor relationships (specifically ADP). Ensure accurate tax filings, withholdings, and year-end processing (W-2s, etc.). Reconcile payroll accounts, resolve discrepancies, and prepare payroll reports for management. Implement and maintain robust internal controls for payroll processes.

Benefits Administration:

Administer all Parker Young Restoration-sponsored benefit plans, including health, dental, vision, life insurance, disability, EAP, and voluntary benefits. Manage the annual open enrollment process, including system setup, communications, and employee support. Ensure compliance with all applicable regulations (ERISA, ACA, COBRA, HIPAA, etc.). Serve as the primary point of contact for employees regarding benefits inquiries and issues. Manage relationships with benefit brokers and third-party administrators/vendors. Reconcile monthly benefit invoices for accuracy and process payments. Retirement Plan (401k)

Management:

Oversee the administration of Parker Young Restoration’s 401(k) plan, including contributions, distributions, loans, and compliance. Coordinate with the 401(k) provider/recordkeeper and auditors for annual testing, audits, and required filings (Form 5500). Ensure compliance with ERISA and DOL regulations. Assist with employee communication and education regarding the 401(k) plan. Leave of Absence Management (FMLA, ADA, LOA): Manage and administer all aspects of employee leaves of absence, including FMLA, state-specific leaves, military leave, personal leave, and short/long-term disability. Oversee the ADA interactive process, evaluate accommodation requests, and ensure compliance. Ensure accurate tracking, documentation, and communication related to all leaves. Stay current on federal and state leave laws and ensure company policies and practices are compliant. Coordinate with employees, managers, and relevant vendors (e.g., disability carriers).

Compliance and Reporting:

Ensure compliance with all federal, state, and local laws related to payroll (including variable pay), benefits, and leave administration for Parker Young Restoration. Prepare and submit required reports and filings. Develop, update, and maintain policies and procedures related to payroll, benefits, and leave. Participate in internal and external audits.

Systems and Process Improvement:

Continuously evaluate payroll and benefits processes for efficiency, accuracy, and scalability within ADP Workforce Now and related systems. Identify and implement improvements, leveraging technology where possible. Maintain data integrity within relevant systems.

Qualifications:

Bachelor’s degree in Human Resources, Finance, Accounting, Business Administration, or a related field preferred. Minimum of 5-7 years of progressive experience in payroll and benefits administration, with at least 2-3 years in a supervisory or management capacity.

Required Expertise:

Demonstrated, in-depth knowledge and hands-on experience managing: End-to-end payroll processing (multi-state experience highly preferred), including bonus and commission structures . Comprehensive benefits administration (health, welfare, ancillary). 401(k) plan administration and compliance. Leave of Absence administration, including

FMLA, ADA

interactive process, and state-specific leave laws. Strong understanding of relevant federal, state, and local regulations (FLSA, ERISA, ACA, COBRA, HIPAA, FMLA, ADA, etc.). Proficiency with HRIS and Payroll systems required, specifically ADP Workforce Now . Advanced proficiency in Microsoft Excel is also required. Excellent analytical skills with a high degree of accuracy and attention to detail. Strong organizational and time management skills with the ability to manage multiple priorities and deadlines. Excellent communication (written and verbal) and interpersonal skills, with the ability to explain complex information clearly. Proven ability to handle confidential information with discretion. Strong problem-solving skills and a proactive approach.

Preferred Qualifications:

Relevant professional certifications (e.g., CPP, CEBS, SHRM-CP/SCP, PHR/SPHR). Experience implementing or optimizing modules within ADP Workforce Now. Experience in the construction or restoration industry.
