CHRISTIAN PURPOSE AND EXPECTATIONS

All employees proclaim the Gospel of Jesus Christ through their employment, and thereby further BGEA’s religious mission. Department Detail – The Human Resources department mission is to demonstrate (proclaim) the Gospel of Jesus Christ in “what” it does for the ministry, the HR employees and their families and “how” they do it. They will also come alongside their employees to encourage, counsel and support them in their response to the Gospel of Jesus Christ in all they do. Job Summary – The Payroll Manager is responsible for all payroll functions and manages day-to-day payroll operations for Billy Graham Evangelistic Association (BGEA) and it affiliated organizations. This role works closely with both the Human Resources Team and the Finance Team. Ministry Requirements Maintains a personal, active relationship with Jesus Christ and is a consistent witness for Jesus Christ Faithfully upholds BGEA in prayer Participates in daily BGEA staff devotions including Bible reading, and leading group prayer as schedule permits Demonstrates behavior aligned with BGEA’s Mission Statement, Statement of Faith, Hallmarks, policies, and expectations Effectively represents Jesus Christ to those within both personal and professional spheres of influence Essential Duties and Responsibilities Manages disbursement of the ministry’s payroll, garnishments, and taxes consistent with federal and state wage and hour laws Ensures that adequate, appropriate internal controls, including segregation of duties, are maintained in payroll at all times Ensures accuracy and timeliness of processing of new hires, temporary workers, transfers, promotions, terminations, spousal travel, minister’s housing allowance, moving expenses, and personal use of automobile, etc. Critically reviews and analyzes current payroll and tax procedures in order to recommend and implement changes leading to best-practice operations Conducts quarterly payroll testing and audits for preparation of Forms W-2 and audits W-3, payroll balance sheets, year to date (YTD) earnings, and other required reports, and manages year-end process for accurate, timely preparation and filing of Forms W-2 and W-3 Prepares relevant internal and external reports for compensation, board review or other purposes. Maintains HCM/Payroll set-up tables (PDBAs, Tax Tables, Master Pay Cycles, Payroll IDs, etc.) Ensures that pay procedures are in line with current ministry policies Maintains payroll history data integrity, and ensures accuracy of employee records within the Payroll system Provides requested data for annual Worker’s Compensation insurance audit and for annual business unit allocations for Worker’s Compensation insurance premiums Manages accurate, timely filing and payment of all payroll tax deposits and other payroll-related deductions Reviews and approves quarterly and year-end Form 941 reconciliations Ensures that payroll processes are accurately documented and kept up to date Remains current with payroll reporting to federal and state governing agencies Processes and transmits ACH and Positive Pay files each payroll cycle Marginal Duties and Responsibilities Partners with other staff to ensure correct set-up of Payroll security Works with Samaritan’s Purse staff to ensure identification of best practices within HR/Payroll system Performs other duties as assigned Job Specifications Skills and Knowledge Bachelor-level degree, or minimum of five (5) years’ experience directly related to HR/Payroll duties and responsibilities, including supervision of staff during at least two (2) years of that time, with APA certification or equivalent preferred In-depth understanding of Peoplesoft HR/Payroll functionality and processes Broad knowledge and in-depth understanding of HR/Payroll business processes, project management principles, and business process analysis required Process and detail orientation, and strong analytical and critical thinking skills required Strong people skills, including group meeting facilitation and conflict management skills Understanding of, and practical experience in process improvement activities and use of applicable tools Superior problem resolution and process improvement skills Team and goal orientation, flexibility, and adaptability required Ability to maintain absolute confidentiality of systems, payroll, and staff information Ability to communicate clearly and concisely in written and verbal form Proficiency with computerized systems and software, including PC Microsoft applications and Peoplesoft Physical/Mental Demands Ability to establish priorities and ensure they are met Ability to work with others under stressful conditions Working Conditions Conventional office environment Occasional travel is required Mission Statement Continuing the lifelong work of Billy Graham, the Billy Graham Evangelistic Association exists to support and extend the evangelistic calling and ministry of Franklin Graham by proclaiming the Gospel of the Lord Jesus Christ to all we can by every effective means available to us and by equipping the church and others to do the same. Statement of Faith These core beliefs make up the foundation upon which all our ministry endeavors are based. We believe the Bible to be the inspired, the only infallible, authoritative Word of God revealing the love of God to the world. (1 Thessalonians 2:13; 2 Timothy 3:15-17; John 3:16). We believe that there is one God, eternally existent in three persons: Father, Son, and Holy Spirit. (Matthew 28:19; John 10:30; Ephesians 4:4-6). We believe in the deity of the Lord Jesus Christ, in His virgin birth, in His sinless life, in His miracles, in His vicarious and atoning death through His shed blood on the cross, in His bodily resurrection, in His ascension to the right hand of the Father, and in His personal return in power and glory. (Matthew 1:23; John 1:1-4 and 1:29; Acts 1:11 and 2:22-24; Romans 8:34; 1 Corinthians 15:3-4; 2 Corinthians 5:21; Philippians 2:5-11; Hebrews 1:1-4 and 4:15). We believe that all men everywhere are lost and face the judgment of God, that Jesus Christ is the only way of salvation, and that for the salvation of lost and sinful man, repentance of sin and faith in Jesus Christ results in regeneration by the Holy Spirit. Furthermore, we believe that God will reward the righteous with eternal life in heaven, and that He will banish the unrighteous to everlasting punishment in hell. We believe in the present ministry of the Holy Spirit, whose indwelling enables the Christian to live a godly life. We believe in the resurrection of both the saved and the lost; the saved unto the resurrection of eternal life and the lost unto the resurrection of damnation and eternal punishment. We believe that the ministry of evangelism (sharing and proclaiming the message of salvation only possible by grace through faith in Jesus Christ) and discipleship (helping followers of Christ grow up into maturity in Christ) is a responsibility of all followers of Jesus Christ. We believe God’s plan for human sexuality is to be expressed only within the context of marriage, that God created man and woman as unique biological persons made for each other. God instituted monogamous marriage between male and female as the foundation of the family and the basic structure of human society. For this reason, we believe that marriage is exclusively the union of one genetic male and one genetic female. (Genesis 2:24; Matthew 19:5-6; Mark 10:6-9; Romans 1:26-27; 1 Corinthians 6:9). We believe that we must dedicate ourselves to prayer, to the service of our Lord, to His authority over our lives, and to the ministry of evangelism.
