Payroll Operations Manager Charlotte-Mecklenburg Schools – 3.6 Charlotte, NC Job Details Full-time $73,788 a year 17 hours ago Qualifications 5 years Finance Driver’s License Bachelor’s degree Accounting Payroll Budgeting Senior level Accounting Communication skills Full Job Description General Definition of Work The Payroll Operations Manager, under limited supervision, performs senior level work with considerable decision-making discretion overseeing key payroll management duties, such as auditing the monthly payroll processes, ensuring the accuracy of each payroll cycle, calculating back payments and pay adjustments. This position will work closely with department administration to ensure that the payroll processes are accurate, efficient, and compliant with required regulations. Employee will be responsible for monitoring customer service, resolving escalated payroll concerns, and performing highly complex payroll calculations. Employee performs complex and supervisory work to carry out Board of Education policies and procedures related to payroll under the direction of the Director of Payroll. Salary/Status NC 19 Salary Non-Certified Schedule/Full-time Reports To Director of Payroll Place of Work The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time. Essential Functions Adhere to all state, federal, and local laws, policies, and procedures Lead, manage, supervise, and evaluate team of payroll associates and analysts Investigate, analyze, and formulate methods for handling special projects/reports Develop and track compliance metrics Develop project proposals on the basis of cost/benefit justification Complete complex calculations to ensure employees are paid correctly, including calculating retroactive compensation Develop, monitor, and maintain a system of accountability with departments and schools Collaborate with departments (including HRIS) and schools to ensure accurate and timely data collection for processing of payroll Oversee various reports and billings for accuracy and completeness; verify report content for reasonableness; process requests for remittance to third parties as appropriate Prepare quarterly reporting for Medicaid funding Process ORBIT reporting, ensure accuracy of accounts, and complete retirement audits Audit leave balances and leave roll Maintain a customer focus and commitment to continuous process improvement and streamlined workflow for the purpose of increasing operational efficiencies Monitor district compliance with various laws, regulatory requirements, policies and regulations and professional standards related to financial matters Collaborate with teams on issue look-back using defensive queries to identify root cause and recommend improvements to prevent a repeat occurrence Determine needed resolution of identified salary audit exceptions Lead execution of defensive queries to identify potential issues that require additional analysis and collaboration with technology and business teams Facilitate staff meetings and attend other related meetings as needed/required Complete local, state, or federal surveys and reports accurately and promptly Participate in professional development workshops and leadership training Create an inclusive environment with positive communication/public relations Perform related work as assigned or required Knowledge, Skills, Abilities Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system payroll and HRIS applications Ability to maintain professional and emotional control under stress Ability to reflect appropriate responses to situations, while maintaining a professional and personal demeanor Ability to learn and use specialized tools, equipment or software related to business needs Ability to develop and monitor a budget Ability to direct and evaluate the work of others Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations Ability to communicate effectively Ability to reason, make judgments, and maintain effective working relationships Ability to employ positive communication skills in all settings/mediums Ability to problem-solve utilizing sound judgment Ability to maintain confidentiality regarding school system business Ability to take initiative, work independently, and exercise sound judgement Ability to develop related charts, graphs, reports, and records pertaining to school planning and strategy Ability to conceptualize, initiate, monitor, and evaluate new and/or current programs Demonstrated ability to perform detailed work, planning, risk assessments, and associated risk mitigation actions Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment Education and Experience Bachelor’s degree in accounting, finance, technology, or related area required Minimum of five (5) years’ experience in payroll or related area Equivalent combination of experience and education Special Requirements Possess and maintain a valid Driver’s License or ability to provide own transportation Travel to school district buildings and professional meetings # of Jobs 1.00
