Summary :
Manages and oversees all Payroll preparation, distribution and reporting to ensure timely preparation and accurate processing of payroll. Oversees the calculation of wages, overtime and deductions to ensure compliance with federal and state laws. Ensures that payments, fringe benefit data and government reports are prepared timely and accurately. Establishes necessary policies and procedures for the Payroll department. Supervise the Payroll staff and oversee all activities necessary to accomplish the Company’s payroll processing objectives.
Essential Duties and Responsibilities:
- Oversees and ensures timely and accurate preparation of all Company payroll functions and works closely with Human Resource team to ensure the payroll actions are in conformance with employment and benefit practices and accounting procedures.
- Performs all activities necessary to process payrolls per pay period. Includes ability to calculate and input payroll deductions, maintenance of new hires and terminations, and other items necessary for payroll processing in Company’s payroll software and timekeeping software.
- Reviews all federal and state payroll tax reports including monthly, quarterly and year-end returns.
Serves as in-house contact for technical tax compliance issues regarding payroll matters. Ensures that all payroll tax matters are in compliance with federal and state agencies and all payroll tax filings are timely and accurate. Monitors professional literature on payroll administration changes and changes in federal and state tax laws and compliance.
- Responsible for safe-keeping and maintaining all payroll records, reports, computations and audit information. Works with external auditors to ensure compliance with tax laws, government regulations and accounting procedures.
- Responsible for all special payments such as monthly, quarterly, and annual bonus payments to employees as required. Includes calculating and processing retro pay adjustments and other requested special pay adjustments.
- Works closely with Benefits on 401(k) and ESOP reporting, monthly benefit arrears statements, and any other benefit and payroll related items.
- Must be familiar with the concepts, practices, and procedures of payroll. Provides recommendations to Management regarding development of new payroll applications or practices and internal controls.
- Oversee and maintain compliance for all involuntary deductions such as child support orders, garnishments, and levies as required and remit to the appropriate courts timely.
- Provides on-going assistance to employees, Management, and regulatory agencies.
- Performs other duties as necessary such as reconciliation payroll accounts, assisting with annual budget preparation and other analysis and reporting.

Education Requirements:
Bachelor’s Degree in business or related field required.
Experience Requirements:
Must have 4+ years’ experience including multi-state payroll taxation procedures. 2+ years’ supervisory experience and general accounting procedures. Spreadsheet and word processing experience required.

- Must have accurate data entry and above average math skills.
- Must have a good understanding of payroll processes, federal and state compliance and general accounting procedures
