Summary:

Under the direction of the CFO, the Payroll/Personnel Specialist will be responsible for providing support and assistance with all facets of the fiscal department as well as assisting the personnel department. It is their responsibility to manage and maintain all documents related to producing semi-monthly payrolls, payroll liabilities, and benefits administration each year accurately and timely. This position ensures that all reports and payments are ready for approval from CFO for timely submissions.

Primary duties:

Participate in the comprehension, development, implementation, and support of all fiscal policies, procedures, and forms Process all accounting entries types (general ledger, payables, receivables, payroll, and purchasing) within accounting software Prepare and reconcile monthly, quarterly, annual, and ad-hoc statutory and program reports Conduct self-assessment and internal monitoring reviews Analyze, research, and correct causes of deficiencies and variances involving the appropriate reporting of the organization’s financial status Assist with developing, tracking and managing all budgets Represent the Fiscal department in internal and external relations, including but not limited to liaising with programmatic staff, clients, and vendors Provides guidance and support to management and departmental representative given tasks and concerns Assist with audits of programmatic and financial requirements Gain knowledge through on-going and cross-training, and professional development plans to fulfill roles and responsibilities, may require travel accommodations Process and produce required payrolls, liabilities and benefits administration and summaries accurately Enter information for employee file maintenance into computer system to include new hires and employee changes including but not limited to withholdings, deductions, salary amounts, and distribution changes Responsible for analyzing payroll and making corrections and/or adjustments when discrepancies are discovered. Monitor payroll activity to detect missing time submissions, inappropriate wage calculations, errors, omissions and/or improper payroll requests. Receive time sheets; calculate straight time and O/T; process payroll in timely fashion and schedule for proper delivery of paychecks to employees. Maintain files in compliance with ACHR regulations for time sheets for each pay period, including but not limited to copies of checks, billings and support documents. Ensure timely and accurate depositing of payroll taxes: Calculate and remit federal, state, and local payroll tax payments in compliance with applicable regulations, maintaining detailed records to support reporting and audits. Establish, manage, and securely maintain all documents to ensure complete up-to-date record of ACHR employees and interns. Enter and track employee data through accounting software and checklists; Copy documents required by outside agencies to be maintained in on-site files and transmit to the center director when complete. Manage and complete E-Verify employment eligibility verifications for new hires, ensuring compliance with federal regulations and company policies. Respond to requests from government agencies, financial institutions, and other authorized parties by gathering, reviewing, and providing accurate employee earnings information while maintaining confidentiality and compliance with regulations. Maintain accurate and organized records in compliance with company policies and legal requirements, ensuring proper storage, timely updates, and secure disposal of records according to retention schedules. Archive all records in locked file cabinets on premises. Stay abreast of changes in compensation, tax and benefit regulations at all levels of government that impact employees. Serve as a backup to the Personnel Manager, ensuring seamless continuity in personnel operations, including employee relations, and compliance with organizational policies and labor laws during periods of absence or high workload. Maintains complete and up-to-date records of employee benefits from hire date through termination and continuation of various insurance coverages. Ensure accurate preparation and timely submission of state-mandated unemployment insurance (UI) quarterly wage and tax reports, adhering to all compliance requirements. Prepare and submit accurate retirement plan reports, including annual filings (e.g., Form 5500), contribution summaries, and audit documentation, ensuring compliance with IRS and DOL regulations. Generates accurate salary and salary-related expense data immediately upon request as part of the general budget and fund balance effort of the fiscal operation of the agency. Reviews Personnel Action Forms for any changes in salary distribution to grants . Maintains master list in accounting software of current distribution for preparation of monthly insurance billings and preparation of monthly worker’s compensation expense billings. Produces documents that may be required for audits. Completes statistical surveys required by governmental agencies and files on time

Education:

Associate’s degree preferred in accounting/finance or related area

Experience:

Two years’ experience in payroll/personnel, preferable with payroll for large (100+) staff

Computer Skills:

Microsoft Office Ability to learn and utilize current software

Other Skills/Ability:

Required to keep all agency and personnel information confidential Willing to receive training to enhance skills (may include overnight travel)
