Works collaboratively with departments to ensure that payroll transactions are properly accounted for in accordance with governmental accounting practices and policies and in interpreting procedures, recording and reporting transactions and preparing payroll-related financial records and reports. Under the general direction of the Payroll Manager, coordinates and processes Cape Coral’s Citywide, Community Redevelopment Agency and Charter School Authority payroll operations and the associated accounting functions. Processes payroll, coordinates personnel records issues and ensures comprehensive and accurate information. SPECIFIC DUTIES AND
RESPONSIBILITIESThe intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.
Calculates and processes all types of payroll compensation, payments and collections.
Creates, analyzes, coordinates and reviews information for actual processing and calculation of checks and direct deposits.
Performs data entry, sorts and files additions, deletions and modifications to various payroll database systems.
Initiates, creates, reviews and analyzes documents for pension payments, court ordered support and other payroll-related transactions.
Creates and reviews documentation to initiate payment for direct deposits.
Verifies final payroll data to process checks and direct deposits.
Prepares payroll checks, direct deposits and reports. Examines and separates for proper distribution for the City, Community Redevelopment Agency and Charter Schools.
Creates payroll-related check and wire requests with relevant documentation for payment to vendors including IRS, Child Support, Student Loans, Garnishments, Pension, Union Dues, 401 and 457 retirements, etc. Reviews, creates and documents necessary paperwork to initiate payment of payroll taxes.
Collates, validates and prepares data required to generate payroll and related transactions, including verifying or ensuring corrections to payroll submissions by City Departments, Community Redevelopment Agency and Charter Schools.
Assists with all payroll tax related weekly, bi-weekly, monthly, quarterly and year-end reports and payments. Assists in the preparation of year-end and W2 processing.
Assists with all payroll-related payments through Accounts Payable to the proper vendors and jurisdictions.
Creates and maintains payroll related spreadsheets and word processing documentsAssesses adequacy of processes to identify process improvements. Develops and recommends any changes and procedures to improve the effectiveness and efficiency of payroll systems and to enhance compliance requirements.
Responds to inquiries from internal and external auditors, the IRS and SUI regarding payroll issues. Responds to questions presented by employees regarding pay, benefits, hours paid/not paid, accruals, longevity, pension, taxes, direct deposits, workers’ comp, etc.
Assists as needed with timekeeper adjustments and training.
Assists the accounting and HR departments with account reconciliations as needed.
Performs other related duties as required.
MINIMUM QUALIFICATIONS

Associate’s degree from an accredited college or university in Accounting, Business or related field.
