Payroll and Benefits Clerk Walker County Government LaFayette, GA 30728 JOB SUMMARY The Payroll and Employee Benefits Clerk is responsible for all payroll functions and tasks which are essential to payroll processing and for complying with federal, state and local wage and hour standards in order to complete the payroll in a timely and accurate manner. In conjunction with the Human Resources Department, this position also manages employee benefits information in the accounting system.
ESSENTIAL DUTIES
- Process biweekly and monthly payroll for all county employees in accordance with federal, state, and county regulations.
- Maintain and update employee payroll records, including new hires, terminations, salary changes, and leave accruals.
- Verify timesheets and resolve discrepancies with departments as needed.
- Assist with the administration of employee benefit programs, including health, dental, vision, life insurance, and retirement plans.
- Serve as a point of contact for employee questions related to payroll, benefits, and deductions.
- Coordinate open enrollment periods and assist employees with benefits enrollment and changes.
- Prepare and submit reports related to payroll taxes, retirement contributions, and other deductions.
- Ensure compliance with all applicable laws and internal policies regarding payroll and benefits.
- Assist with annual audits, including preparation of requested payroll and benefits documentation.
- Maintain confidential employee records in both electronic and physical formats.
- Perform other administrative duties as assigned.
EDUCATION AND EXPERIENCES
- High school diploma or equivalent required; Associate degree in accounting, business administration, or related field preferred.
- Minimum of 2 years of experience in payroll and/or benefits administration.
- Experience with payroll software and systems (NewWorld) strongly preferred.
- Public sector experience is preferred.
SKILLS AND ABILITIES
- Experience with Payroll and Benefits databases.
- Strong attention to detail and high level of accuracy.
- Proficiency in Microsoft Office Suite, especially Excel and Word.
- Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
- Knowledge of all pertinent federal and state regulations, filing and compliance requirements affecting employee benefits programs, including
ERISA, COBRA, FMLA, ADA, SECTION
125, Workers’ Compensation, Medicare, Social Security and DOL requirements.
- Effectively communicate in the English language both in writing and orally.
- Accurately add, subtract, multiply, and divide.
Ability to organize tasks and daily assignments.
- Carry out instructions furnished in written, oral, or diagram form.
- Demonstrated capability to be a self-starter, facilitator, organizer, and innovator.
- Ability to plan and implement projects with little supervision and must be able to work independently.
- Provide excellent customer service at all times and especially in stressful circumstances by providing friendly interaction with other departments and elected officials ensuring customer satisfaction.
LANGUAGE SKILLS
Must be able to communicate effectively (orally and written), possess excellent presentation skills, and ability to lead discussions and meetings.
MATHEMATICAL SKILLS
Advance knowledge of math skills. Ability to formulate and evaluate financial proposals and analyze “deals”
REASONING ABILITY
Must be able to analyze data, determine trends and apply the results. Ability to anticipate reactions from the public, elected officials, business community, and governmental agencies in order to manage various situations. This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. While performing the duties of this job, the employee is usually exposed to a noise level that is low to moderate. This is a full-time position. Days and hours of work are normally Monday through Friday, 8:00 A.M. to 5:00 P.M. Occasional evening and weekend work may be required as job duties demand. Standards for Measuring Performance
