Position Summary:

The Assistant Director of Payroll supports the Director of Payroll in overseeing payroll operations and ensuring the accurate and timely processing of payroll for all employees. This position assists with managing payroll systems, supervising payroll staff, maintaining compliance with federal, state, and local laws, and continuously improving payroll processes. The Assistant Director plays a key role in data integrity and process optimization and is expected to work across multiple systems such as SAP, Focus, and other relevant financial and HR platforms.

Essential Functions:

Assist the Director in answering employee requests, provide advice to employees, supervisors, and to personnel specialists on rules, regulations, and procedures relating to pay. Assist the Director with examining personnel actions, pay changes, and employee requests, and make appropriate changes to master records which serve as a basis for pay and leave computation and affect the disbursement of pay. Assist in managing the daily operations of the payroll department. Analyze, prepare, and input payroll data using multiple systems (e.g., SAP, Focus). Ensure accurate and timely payroll processing for hourly and salaried employees. Assist with payroll employee’s post-payroll actions, examine, balance, compute, and extract data from the records, and prepare a variety of reports or vouchers. Oversee payroll cycles and ensure compliance with all federal, state, and local laws. Assist with the collections not specifically related to pay and leave, maintain retirement records, or process health benefits forms. Support the Director in developing, documenting, and enforcing payroll policies and procedures. Review payroll registers and reports for accuracy and completeness. Process manual checks as needed and ensure validity and accuracy. Address employee inquiries and resolve payroll-related issues promptly. Monitor and ensure compliance with tax reporting and payroll-related deductions, including garnishments. Generate and distribute reports to finance leadership and executive stakeholders. Assist in planning and delivering professional development for payroll staff. Continuously evaluate and enhance payroll procedures for efficiency and accuracy. Responsible for compliance with all state taxing agencies, including both withholding and state unemployment taxing requirements Experience processing hourly and salaried employees Experience processing court-ordered garnishments Employees are responsible for the accuracy of the authorization documents which affect the propriety of pay as well as for the accuracy of computations. They verify the employees= taxes, retirement, health benefits, life insurance, union dues, thrift-saving plan (TSP), and saving bonds. They determine eligibility for pay and benefits based on such factors as the type of appointment and pay plan involved, the tour of duty, and the location of employment.

Knowledge, Skills, and Abilities :

Strong working knowledge of payroll laws, regulations, and best practices. Familiarity with payroll systems such as SAP and HRIS platforms like Focus. Excellent attention to detail, problem-solving skills, and organizational abilities. Proficiency in data analysis and reporting. Ability to communicate complex information clearly to employees and leadership. Ability to work under pressure and meet strict deadlines. Ability to record and deliver information to supervisors and officials; to explain procedures and policies; and to follow verbal and written instructions, guidelines and objectives Ability to add and subtract totals; multiply and divide; determine percentages; determine time and weight; and utilize statistical inference

Experience :

5+ years of experience in payroll processing for a large organization (preferably 2,500+ employees). Experience working in multiple payroll/HR systems (e.g., SAP, Focus, or similar platforms). Supervisory or team leadership experience preferred. Experience with court-ordered garnishments, tax reporting, and compliance.

Education:

Bachelors’ Degree in Accounting, Finance, or Business Administration (required) Master’s Degree (preferred)

Physical Requirements :

Must be physically able to operate a motor vehicle Must be able to exert up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects. Light work usually requires walking or standing to a significant degree
