Payroll Specialist Reports to: Executive Director of Finance

NATURE OF WORK

An employee in this position will maintain payroll records, preparing and distributing payroll, in the communication of payroll related information and employee benefits and assistance to outside vendors regarding employee benefits. The employee shall possess strong computer skills; have a working knowledge of numbers, figures and general ledger accounting and the ability to perform arithmetical calculations and functions. The employee shall have knowledge of payroll operations, practices and procedures including withholdings, taxes, garnishments, and quarterly and annual reporting requirements. The employee must maintain a high level of confidentiality, exhibit an aptitude and willingness for the type of work, is customer focused, willing to work with others, and represents the origination positively.

ILLUSTRATIVE EXAMPLES OF WORK

Receives, verifies, and computes all payrolls, making deductions for income tax, retirement, various voluntary deductions, health insurance and runs payroll checks. Prepares tax forms, reports and checks for proper agencies covering all deductions. Performs all bookkeeping tasks associated with the position including bank and or account reconciliation. Establishes and maintains files, invoices and other records as required including record retention and destruction. Operates a computer-based record keeping and retrieval system. Prepares reports and documents for state and federal programs. Evaluates state, federal and local reports to insure compliance with budgets, programs and guidelines. Uses all available technologies in the performance of the job. Meets and greets visitors and assist them with their needs. Performs various benefit representative tasks related to Disability, Worker’s Compensation, Unemployment and others. Performs such other duties as may be assigned.

KNOWLEDGE SKILLS AND ABILITIES

Double entry general ledger accounting. Coordinate and input Direct Deposit Authorizations and resolve problems with both employees and banking institutions as necessary. Maintain current year and prior year W-2 files and respond to employee inquires. Set up, reconcile monthly billings, withhold and remit, in a timely manner, various employees voluntary deductions. Resolves related problems as necessary. Assist external vendor, third party administrator and school personnel with annual Cafeteria Benefit enrollment and administration. Accurately and timely sets up, records, verifies and prepares all payroll related transactions and checks. Including salaried, hourly, supplements, bonuses and other miscellaneous payments. Process monthly substitute teacher and other payroll related billings for reimbursement. Prepare monthly, quarterly, and annual reports as required by the Department of Public Instruction, Employment Security Commission, United States Internal Revenue Service, North Carolina Department of Revenue and other agencies as required. Answers a variety of questions from employees, school secretaries, and the general public on payroll related issue. Including paycheck deductions, misunderstanding of paychecks, changes on paychecks and other issues. Provide assistant to the Director of Finance to include word processing, manuals, memos, reports and yearly payroll schedules. Collects, receipts, records and deposits, in a timely manner, all revenues of the school district.

SUGGESTED TRAINING AND EXPERIENCE

High school graduate with two years of experience in payroll, bookkeeping, or other accounting work. Two year business related associates degree or higher preferred. Strong knowledge of and demonstrated computer skills. Skills shall include basic computer operations; web browsing, E-mail, Microsoft Word, Excel and PowerPoint. Ability to work independently. Ability to reason and problem solve. Ability to organize and maintain a filing system. Ability to communicate verbally and in writing. Ability to work with others and a team. Knowledge of double entry accounting. Knowledge of payroll operations including deductions, and withholding. Knowledge of laws, policies and guidelines surrounding payroll activities.

SPECIAL REQUIREMENTS

Position must possess the ability to develop and maintain effective working relationships with school personnel, vendors, co-workers, supervisors, and the general public. Employee must be a notary or eligible to receive notary certification. This employee must hold an appropriate North Carolina Driver’s License. Ability to perform the basic life operational functions of climbing, stooping, kneeling, crouching, reaching, standing, grasping, talking, hearing and repetitive motions. Visual acuity to work with data and figures, operate a computer and other office equipment, and perform accounting functions. Must be able to perform medium lifting exerting up to 50 pounds of force occasionally, and /or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
