Board Qualifications:
Associate Degree in Accounting or Business, or other related field. Minimum of two years of experience in Payroll. Strong mathematical, computational and computer skills are required as the ability to think critically. Knowledge of state and federal wage and hour laws. Knowledge of computerized payroll systems. Experience in an educational setting is helpful, but not required. Such alternatives to these qualifications may be appropriate and acceptable.

To provide support to the Business Administrator in the payroll and benefits related activity of the SAU and its member districts.
Responsibilities:
Data entry of new employee data and employee changes received from Personnel Coordinator, entering earnings, withholdings/deductions, attendance and position information or updating payroll database as necessary. Identifies issues and coordinates resolution with Personnel Coordinator, Business Administrator, supervisor/administrator or employee, as appropriate. Processes payrolls routinely in accordance with the annual pay calendar in addition to special payrolls as required. Generates and submits electronic payroll deposit files. Prepares, generates and submits tax files and payments in the manner prescribed and on a timely basis. Prepares payroll payables for medical, dental and life insurance and submits them to Accounts Payable in a timely fashion such that benefit vendor accounts are kept current. Responsible for the day-to-day maintenance of the payroll database. Process calendar and fiscal year-end processes. Maintain, enter and report for NHRS retirees work hours by state law. Process Dental COBRA in accordance with federal law; collection of payments. Assists Business Administrator with payroll responsibilities for new Administrators/Administrative Assistants/Supervisors. Assists in updating/reviewing payroll responsibilities annually with current Administrators/Administrative Assistants/Supervisors. Supports the Business Administrator in the administration of all wage and hour, payroll, and related benefit matters. Assists Business Administrator with wage and hour/payroll training for newly hired supervisors, administrators, and administrative assistants with payroll responsibilities at the school level. Takes a leading role in the planning, organization and presentation of refresher training for these individuals, an individual or group basis. Prepares and submits authorized payroll data inquiries, including but not limited to employment verifications, retirements, disability insurance applications, and life insurance applications. Prepares and files reports as requested by the Business Administrator, being observant of legal restrictions on the release of certain types of information, including but not limited to IRS forms 941, W-2, and W-3 electronic reporting, New Hampshire Retirement System reporting, workers compensation reporting and audits, and state unemployment reports. Reporting with 403B, STD, LTD, DOL census report as requested by the Business Administrator. Process terminated employees, maintain termed employee files. Maintains payroll files and archives. Process LTD and STD claims and ongoing salary continuances. Work in coordination with the Personnel Coordinator. Communicate and oversee early retirees, their payroll, new retirees, and medical/dental benefit changes. Keep updated mailing list for retirees. Inform of new premiums and benefit changes. Calculating insurance premium breakdowns for each group of employees. Maintain and update payroll procedures manual. With the approval of the Business Administrator, participate in appropriate professional meetings and training, and in this manner, keep informed on wage and hour research, trends, and developments, as well as federal and state regulations and laws.
