  • Review, audit and process incoming requests for Payroll Check Stops and Reissues, form AC230-Report of Check Returned for Refund or Exchange and form AC1476-Report of Check Exchanged submitted by agencies for accuracy according to established procedures, laws, and business practices.
  • Upload and/or record transactions in databases and scan and upload documents to FileNet.
  • Process deposits, journal transfers, and/or claim for payments via the Statewide Financial System (SFS).
  • Process check reversals through the payroll system each week for the appropriate payroll cycle.
  • Assist with reconciling Payroll funds using various reports and queries. Provide assistance and information to agency payroll officers.
  • Assist agency payroll officers in completing stop payment, check return and exchange forms. This includes providing information regarding recoverable and unrecoverable deductions as well as ensuring correct earnings are being returned.
  • Communicate to agencies when changes are made to forms by phone or e-mail.
  • Follow-up with agency payroll staff when return or exchange forms have not been received for direct deposit deletes and reversals or documentation to complete AC1476 process.
  • Complete and send correction sheets to agencies when necessary.
  • Work with auditors in the Earnings Unit to verify correct earnings and additional pay factors are being returned.
  • Communicate with supervisors and managers regularly to ensure the integrity of the check reversal and exchange process. Assist Tax Production as necessary.
  • Provide support with data entry, analysis, running/processing queries, written documentation, inquiries from various stakeholders and research as needed.

  • Two years of full-time business or human resources office experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.

OR

  • Thirty semester credit hours of college-level study AND one year of full-time business or human resources experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.

OR

  • Sixty semester credit hours of college-level study
Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law. For 70.1 transfer to a Payroll Specialist 1, salary grade (SG)-11, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-09 or above. If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law. Telecommuting:

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
