JOB PURPOSE
Under general supervision of the Time and Leave Manager, performs complex administrative functions pertaining to the Payroll, Time and Leave program for the agency. Performs administrative duties for the Office of Human Resources, supports the payroll needs for the agency and ensures excellent customer service is provided to the employees and external contacts of the agency.
JOB RESPONSIBILITIES
Provides assistance to payroll processing and time reconciliation for the agency. Troubleshoots discrepancies for SCEIS time entries and ensures compliance with FLSA laws. Monitors and troubleshoots timeclock system to ensure accurate computation of start and finish times to identify and reconcile discrepancies. Ensures employees are paid accurately and timely; advises supervisors and payroll manager on errors and/or corrections needed to ensure accurate time entry. Effectively interprets and performs transactions based upon the appropriate state policies, procedures, and guidelines pertaining to leave administration. Provides information, assistance and services to agency employees regarding leave accruals, leave usages and policies as it relates to the programs available to employees. Monitors leave reports to ensure errors are clear and leave issues are resolved timely. Communicates information to supervisors, Workers Compensation Administrator and FMLA Administrator relating to time and leave on affected employees to prevent overpayments/underpayments. Processes all employment verification requests, direct deposit changes, and tax withholding adjustments in a timely and accurate manner. Files all payroll documents and pull all files for separations. Uploads all verifications and payroll-related documents into electronically filing system, ensuring easy access and retrieval of records for audit and compliance purposes. Assists active and separated employees with renumeration statements and other time/payroll assistance. Monitors and updates employee’s work schedule rules and enters substitutions as needed. Monitors missing time report for employees who have not met the required hours of their work schedule to ensure payroll accuracy. Effectively prepares email notifications and correspondences for the agency supervisors to ensure an effective communication flow to reduce missing time. Assists the Payroll Time & Leave Team Lead during New Employment Orientation welcoming new hires and providing guidance regarding the payroll forms such as tax withholding and direct deposit. STATE MINIMUM REQUIREMENTS
A bachelor’s degree and relevant experience.
ADDITIONAL REQUIREMENTS
Must have knowledge and ability to interpret policies and procedures relevant to the payroll area of human resources. Must have the ability to interact with all levels of management, ability to communicate and work effectively with others. Knowledge of Microsoft Office, skilled in excel and experience in South Carolina Enterprise Information Systems (SCEIS) is preferred. Must be able to interpret the SC State Regulations as applicable to Payroll, Time and Leave transactions. Must have a solid understanding of FLSA Laws to apply to daily responsibilities. Must have working knowledge of payroll rules and processes. This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and/or indirect contact with youth during the performance of their daily tasks. Training applicable to these duties will be provided. Must be able to lift 20lbs. Preferred Qualifications

A bachelor’s degree and 1 year of payroll or SCEIS related experience.
