Qualifications Education and Experience:
Graduation from anaccredited college or university with a bachelor’s degree inaccounting or finance and, at least three years of full-time workexperience in accounting and/or finance, and/or budget. ORGraduation from an accredited college or university with abachelor’s degree including 30 hours in accounting and, at leastthree years of full-time work experience in accounting and/orfinance, and/or budget. OR Master’s of Business Administration withconcentration in accounting or finance and at least one year offull-time work experience in accounting and/or finance, and/orbudget.

OverviewSummary:
Under general supervision, is responsible for accounting,budget and fiscal consultation of considerable difficulty; andperforms related work as required.
Distinguishing Features:
Thisclassification is not within a series. Incumbents in thisclassification are employed in the Center for Regional Excellence(CORE) unit within the Tennessee Department of Education (TDOE) andconsult with local education agencies (LEAs) regarding local,state, and federal-level financial strategies. ResponsibilitiesProvide Consultation and Advice to
Others:
Serves as subject matter expert on local, state, and federalfiscal policies and procedures for local education agencies(LEAs). Advises LEAs on efficient use of resources across all fundingstreams toward student achievement goals. Assists LEAs in prioritizing key objectives for use ofresources. Consults with LEAs on the need for alignment between fiscalmatters and programmatic plans and initiatives. Assists LEAs in practically connecting fiscal matters withprogrammatic plans and initiatives. Analyzes the use of funds to help LEAs identify potentialredundancies across programs to ensure efficient use ofresources. Assists LEAs with preparation and submission of appropriatebudgetary and fiscal documents, including preliminary budgets,amendments as needed, and reports. Advises LEAs on formation of teacher salary schedules. Advises LEAs on alternative or additional sources of revenue(e.g., competitive grants, foundations, partnerships, etc.). Advises LEAs on how to perform the most complex and importantreconciliations of general ledger accounts, for example,transaction queries and information provided by outsideagencies. Assists LEAs in preparation of the most complex and importantfinancial activity reports. Assists LEAs in updating and maintaining project and grantdocumentation to ensure proper tracking, reporting, submission, andapproval. Provides technical advice to county and city governments on LEArelated fiscal matters.
Developing Objectives and Strategies:
Develops strategies for the efficient use of financialresources in order to assist LEAs in meeting student achievementgoals. Identify and provide recommendations on best practices in LEAfiscal matters. Strategizes with CORE teammates to provide aligned supporttowards meeting student achievement goals. Provide input on fiscal considerations for CORE strategic plandevelopment. Strategically organizes fiscal matters appropriately based ondepartment’s systems for consolidated planning andmonitoring.

Assists CORE directors with LEA planning processes andproviding fiscal advice. Collaborates closely with CORE director and coordinatedmonitoring specialist to ensure alignment on consolidated planning,monitoring and finance. Organization:
Builds strong relationships with LEAs by providing accurateinformation, helpful resources, training and support in fiscalmatters as needed. Develops strong working relationships with fiscal teams in theLEAs. Provides responsive and timely communication to LEAinquiry. Provides strong customer service to LEAs in fiscal matters,including connecting them to additional resources or sources ofsupport. Communicates essential financial information to internal andexternal stakeholders. Communicates effectively complex accounting principles andfiscal matters to non-experts.

Provides professional development and technical assistanceconcerning internal controls, fiscal policies and procedures inorder to build capacity within the LEA. Conducts training in departmental policies, procedures,processes, and software systems.

Organizes time and effort on an ongoing basis to reflectpriorities and pressing LEA needs.
