If so, Florida Housing Finance Corporation may be the right place for you. We are currently recruiting for a Multifamily Construction Administrator to join our Multifamily Programs team. The preferred candidate will be a self-starter with professional work experience in the construction or real estate development industry. While not required, preferred candidates will have knowledge and/or experience in affordable housing preservation. This position will work within the Multifamily unit and will evaluate Capital Needs Assessments and associated draft construction scopes performed by third-party construction consultants. Part of the evaluation will include negotiating necessary changes to the draft rehabilitation scope and proposed budget, ensuring that the completed development will include all components required under Florida Housing’s application and CNA Guide requirements including, but not limited to: Adherence to: Federal and state law (Florida Accessibility Code for Building Construction as adopted pursuant to Section 553.503, F.S., the Fair Housing Act as implemented by 24 CFR 100, Section 504 of the Rehabilitation Act of 1973, and Titles II and II of the Americans with Disabilities Act of 1990 as implemented by 28 CFR 35) State building code regulations

Additional accessibility and visitability features General features per application such as window coverings, elevators, washer/dryer requirements, etc. Immediate repair items and items identified as being in violation of building/fire codes Critical repair items Green building features Items with a remaining useful life of 5 years or less This position will also review periodic construction inspection reports to ensure developments are compliant with approved scope and other Florida Housing application requirements. In addition, the Administrator will assist Multifamily staff as necessary in researching and resolving development specific problems related to compliance with federal and state accessibility requirements as well as building code regulations, and other construction-related application requirements. The position will also research topics affecting construction projects such as environmental regulations, disaster preparedness, and energy efficiency, and will assist staff with updating application and rule requirements to current standards. Another important role of this position will be to participate in Florida Housing’s Portfolio Preservation Action Plan. The Administrator will maintain accurate data and trend analysis regarding information for use by Florida Housing to adequately develop a portfolio management structure. The position will serve as the subject-matter expert regarding construction, rehabilitation, and replacement reserves as it pertains to informing Multifamily, Policy, and other business units in decision-making purposes for portfolio management purposes.
POSITION REQUIREMENTS
The successful applicant will have: A bachelor’s degree in architecture, engineering, construction management, real estate development or other related field Alternatively, a bachelor’s degree in public administration or other related field with work experience in affordable housing preservation policy/priorities Five or more years of professional experience, preferably in a construction/development related field and/or affordable housing preservation (work experience may be substituted for education requirement) Knowledge of construction management and the fundamentals of multifamily development Ability to read and understand construction documents and budgets Ability to analyze and apply rules and regulations Ability to read and understand a Capital Needs Assessment Knowledge of estimating practices Proficient in Microsoft Word and Excel Knowledge and experience in affordable housing preservation policy/priorities may substitute for some requirements.
Additional preferred job-related qualifications:
Knowledge of accessibility, universal design and fair housing requirements related to multifamily developments Knowledge of energy efficiency design, as it relates to multifamily development Knowledge of disaster preparedness construction design and planning Experience in rehabilitation of multifamily housing developments Experience in affordable housing preservation initiatives This is an in-person position in the Tallahassee office of Florida Housing Finance Corporation. We do not offer remote work options.

SALARY AND BENEFITS
Anticipated annual hiring salary is $80,000 annually, commensurate with qualifications, experience and knowledge related to the position.
