Appraiser II:

Depending upon experience Perform appraisal duties (field or equivalent office) in the implementation of the appraisal process. Reviews section maps, plats, surveys, sketches, aerial photographs and various other documents of a technical and/or legal nature. Troubleshoot problems. Make allowances for physical deterioration, functional and economic obsolescence. Contact property or landowners and obtain information for use in evaluating the improvements and/or land. May be required to operate specialized equipment. Advise property and landowners concerning methods and procedures used in estimating property values and mass appraisal techniques. Completes necessary correspondence related to the program. Completes special studies and reports. Coordinates operation of program with other divisions, agencies, and services. Compile records necessary for real estate or personal property appraisals including building permits, blueprints, maps, zoning classifications, variances, and deed restrictions. Measure perimeter of structures. Draw sketches to scale. Compute land area and perimeter of structural improvements when necessary. Analyzes data, systems, and policies to maintain program effectiveness and efficiency. Review property records and other data for physical characteristics, area development, accessibility, population trends, transportation, schools, community facilities and compliance with zoning and related regulations. May be assigned to other county locations based upon operational needs.

MINIMUM REQUIREMENTS
Appraiser I:

Salary

24 per hour Graduation from high school or possession of a GED and two (2) years’ experience in a Property Appraiser’s office, real estate or property appraisal. A comparable amount of education, training, or experience may be substituted for the minimum requirements. Must possess and maintain a valid Florida driver’s license. Must be designated as a Certified Florida Evaluator by the State of Florida within two and one half (3) years of hire date.

Appraiser II:

Salary

24 per hour Graduation from high school or possession of a GED and four (4) years’ experience in a Property Appraiser’s office, real estate or property appraisal. A comparable amount of education, training, or experience may be substituted for the minimum requirements. Must possess and maintain a valid Florida driver’s license. Must be designated as a Certified Florida Evaluator by the State of Florida within two and one half (3) years of hire date.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge in theory and practice of the cost and market approaches to value. Knowledge of statutes and regulations governing the process of appraising for ad valorem taxation purposes. Knowledge of the cost and market approaches to value. Knowledge of other market research techniques related to the resolution of real estate valuation problems or construction materials, methods, techniques, and construction estimating. Be able to compute perimeters of structures and draw to scale. Be able to make judgement calls on functional and economic obsolescence. Be able to read, write, and interpret all types of legal descriptions, including metes and bounds, as well as the ability to locate property on County parcel maps. Be able to explain and discuss assessment information and procedures with members of the general public in a tactful and responsible manner. Be able to communicate effectively both orally and in writing. Be able to establish and maintain effective working relationships. Be able to work under stressful conditions. Must be able to relocate to other county locations based upon operational needs.

SPECIAL WORKING CONDITIONS

All employees of the Volusia County Property Appraisers office may be called upon to assist in a declared emergency situation (i.e. Hurricane, Tornado, Fire and etc.).

ADA REQUIREMENTS
Physical Demands:

Ability to traverse uneven, wet terrain. Ability to see, hear, talk and reach.

Visual acuity (depth perception, peripheral vision) necessary to operate a motorized vehicle.

Environmental Demands:

Inside and outside work. Ability to tolerate inclement weather including rain, heat, humidity, cold, etc.

Mental Demands:

Ability to read and comprehend maps, blueprints, aerials; legal statutes, ordinances, documents; reports, financial reports, memos, letters, instructions. Ability to perform basic math. Ability to speak clearly and concisely; conversant in theory and practices of property appraisal. Ability write reports, summaries and letters.
