Working Title:

Building Technician for the Building & Code Administration Division. This position is located in DeLand, FL and will be responsible for technical work of a specialized nature in the processing and examination of applications, the approval and issuance of permits, and the work necessary to ensure compliance with County ordinances and the Florida Building Code. Assists the public with completing applications and related submittals. Provides procedural and related information as required. Answers phones, responds to emails, and assists customers at the front counter. Handles customer questions and issues regarding permit requirements, refers technical questions to appropriate staff, and advises customers of actions to be taken as necessary. Provides courteous and professional assistance to external customers, internal staff, and other divisions as needed. Updates and maintains files. Disseminates information and new regulations to the public, staff, and other government agencies. Serves as liaison between applicants and reviewers. Serves as liaison to special task teams, other government agencies, and citizen groups. Addresses public records requests. Researches and writes special reports. Reviews and makes recommendations relative to zoning ordinance compliance on applications for building permits, land development, and sign permits. Addresses questions in person, by letter, and over the phone relating to land development, license requirements, and permit requirements and procedures. Coordinates with other divisions and agencies to resolve complex permitting problems that may involve zoning. Reviews, verifies, approves, and processes department permit applications. Issues permits in accordance with the Florida Building Code. Compiles and verifies legal documents necessary for recording, permitting, licensing, and issuing permits. Maintains confidential records and information related to permits. Performs administrative/clerical tasks. Provides the public with a variety of technical information and direction related to general zoning, building, environmental, contractor licensing, building administration, code compliance, and engineering review processes and application filing procedures. Assists applicants with the submittal of applications for land development and building permits by coordinating project submissions for approval through County departments and outside agencies. Reviews paper and electronic permit applications, plans, and supporting documents for proper form, completeness, sufficiency of information, conformance with legal standards, and compliance with County requirements and the Florida Building Code. Establishes, maintains, and researches a variety of files and records. Provides frontline, phone, and email support to customers for contractor licensing, code compliance, and inspections. Provides technical training and assistance to the public on use of the County’s web portal for permit applications, updates, inspection scheduling, and permit payments. May be assigned to other county locations based upon operational needs. Attends work on a regular and consistent basis. Must adhere to Federal, State, County, and Local ordinances. Responds to emergency situations. Performs related work as required. Performs other duties as assigned. Minimum Requirements Graduation from high school or possession of a GED and four (4) years of experience providing technical support involving building, zoning, and/or development. Possession of an International Code Council Permit Technician Certification may substitute for one (1) year of experience. A comparable amount of education, training, or experience may substitute for the minimum qualifications. Must possess a valid driver’s license at time of hire. Must obtain a valid Florida driver’s license within 30 days of hire and maintain thereafter Knowledge, Skills & Abilities Knowledge of the principles of zoning, comprehensive planning, and land development. Knowledge of the zoning ordinance. Knowledge of general permit processing and procedures. Knowledge of land development and construction terminology. Knowledge of permitting software. Knowledge of basic mapping programs. Knowledge of Florida Building Code requirements related to permit application acceptance and issuance. Skilled in the use of computer applications. Skilled in the use of various office equipment (e.g., telephones, computers, printers, scanners, and plotters). Specialized knowledge of all key aspects of zoning, building, environmental, contractor licensing, building administration, code compliance, land development, and engineering processes and requirements. Ability to understand zoning. Ability to locate property on maps and aerial photos using legal descriptions. Ability to interpret map layers and aerial photographs. Ability to examine building permits and plot plans for compliance with zoning and other County regulations. Ability to disseminate zoning and land development information to the general public. Ability to communicate effectively both orally and in writing. Ability to deal tactfully with the public and other County agencies. Ability to deal with internal and external customers in a professional, courteous manner. Ability to accurately answer questions and resolve problem situations or refer to the appropriate office. Ability to analyze situations, identify pertinent issues, collect relevant information, evaluate realistic options, and recommend an appropriate course of action to customers and other staff. Ability to work under stressful conditions within strict timelines. Ability to provide the public with technical information and direction related to building, zoning, environmental, contractor licensing, building administration, code compliance, and engineering requirements, review procedures, departmental processes, permit fees, and application filing procedures. Ability to effectively prioritize multiple phone lines, emails, walk-up traffic, mail, and related administrative and clerical tasks. Ability to express ideas clearly and concisely, orally, and in writing to groups and individuals. Ability to establish and maintain effective working relationships. Must be able to relocate to other county locations based on operational needs.

Ability to read and comprehend technical and government regulations; maps, aerial photos, and plots; applications, memos; construction documents, surveys, reports, plans, and applications. Ability to perform general mathematical functions. Ability to speak clearly and concisely relating information, data, and details to layman. Ability to write complex sentences relaying information and details and expressing opinions, thoughts, and ideas. Ability to review information and develop conclusions.

Physical Demands:

Primarily sedentary work requiring sitting, bending, reaching, stooping, and standing. Ability to move about an office. Ability to look at a computer screen for long periods and operate a computer keyboard and other office equipment requiring repetitive hand movement. Ability to speak, hear, and see. Finger dexterity. Ability to lift and carry up to 10 pounds.
