JOB FUNCTION / SUMMARY
Responsible for ordering and reviewing external commercial appraisals for the purpose of maintaining quality control, particularly related to technical accuracy and the reasonableness of value conclusions. Handles moderate to complex assignments. May assume management/supervisory responsibilities including quality assurance, complex review duties, management of fee consultants and approval of fees. Works with a high level of autonomy with high decision making impact.
ESSENTIAL DUTIES & RESPONSIBILITIES
Essential Duties:
Directs the appraisal bid and review processes, including engaging and consulting with contract reviewersEnsures compliance with Hancock Bank Appraisal Department policies, and with federal and state regulations, including FIRREA and USPAPResearches, studies and analyzes market trends as well as property valuation data. Provides insight and technical interpretations of real estate market conditions and trends to management.
Provides feedback to fee appraisers with respect to service level expectations in valuation assignments in terms of product quality, efficiency, and customer serviceEnsures quality, timely, and cost effective valuation products.
Reads and analyzes appraisal reports and data on a daily basis to determine reasonableness and accuracy.
Additional Duties:
Provides internal consulting for Hancock Bank-Whitney Bank associates.
Provides vendor appraiser consulting/mentoring.
Reviews and analyzes appraiser applications for addition to the approved appraiser list.
Selects appraisers in areas outside our service area for commercial bids.
Develops and presents Appraisal Department training; Responsible for training creation and amendments.
Abides by Uniform Standards of Professional Appraisal Practice and keeps current with these standards as well as regulatory rules and policies.
Provides technical coaching and counseling to outside appraisers during assignments.
Participates in the training and development of junior staff and in loan officer orientations.
Prepares overview of market trends report on a quarterly basis.
Oversees the gathering, reviewing, and posting of quarterly market reports from staff members and outside vendors.
Oversees the data integrity of the comparable database.
Occasional travel required for property site inspections for internal purposes.
Performs backup duties for other positions in the group as deemed necessary.
Performs other duties and special projects as assigned by Senior Management.
Incumbent is required to comply with all applicable federal, state, and local banking and industry related laws and regulations including but not limited to the Bank Secrecy Act.
SUPERVISORY RESPONSIBILITIES
There are no supervisory responsibilities within the bank but the incumbent will be responsible for supervising multiple external vendors and may oversee the work of and/or mentor one or more commercial valuation analysts.
MINIMUM REQUIRED EDUCATION, EXPERIENCE & KNOWLEDGE
Bachelor’s degreeSix to ten years related experience; Two to five years of experience in an appraisal review capacity within a financial services institution preferredExperience in valuing and reviewing a variety of commercial property types is requiredIncumbent must hold and maintain a State-Certified General Appraiser credentialMembership/designation in a professional appraisal association/society preferredAdvanced knowledge of appraisal management specifi ally of commercial propertiesProficiency with Microsoft Office productsExcellent communication, analytical, customer service and organizational skillsAbility to work effectively with all levels of personnelStrong presentation and training skills
