BENEFITS Johnston County is an Equal Opportunity Employer. Description The Johnston County Tax Administration Office has an immediate opening for a full-time County Appraiser. An employee in this class is responsible for performing the valuation and appraisal of real estate and related property for tax purposes in accordance with statutes, the County Schedule of Values and accepted appraisal standards. Work involves significant public contact with citizens, property owners, builders, professional consultants and may involve controversial and appealable decisions. An employee in this role works in a combination of inside and outside work environments and in all weather conditions. Measurement, sketch, valuation and documentation of new construction and modifications to existing improved real property is required. The position requires a broad knowledge of the tax department. Employee must exercise independent judgment, discretion, and initiative in completing assignments and handling public contact in situations requiring considerable tact and knowledge of applicable policies, procedures and programs. Work is characterized by its variety, complexity and confidential nature, requiring considerable organizational skills and analytical ability. Work is performed under general supervision of the Chief Appraiser and is evaluated through conferences, reviews, reports, and records. Duties and Responsibilities Determines supportable value of commercial, industrial and residential property Identifies, gathers and analyzes data related to property to be appraised Performs an onsite review of subject property by accurately measuring and drawing structures and floorplans, observing condition, location, land features, and comparing similar properties to determine value Communicates with property owners during the appraisal process Assists citizens with appraisal and valuation questions Appears and/or testifies before the Board of Equalization and Review and the NC Property Tax Commission as necessary to support the value of appealed property Maintains a current understanding of regional property values, real estate trends, and appraisal processes and theory Additional Duties Performs related duties as required. Knowledge, Skills and Abilities Considerable knowledge of state laws and regulations and county ordinances that apply to property tax appraisal methods and tax assessment procedures Considerable knowledge of accepted principles and procedures of real property appraisal methods and techniques Ability to gather, interpret, and communicate information and instructions regarding tax law, departmental policies and procedures relating to listing and assessing property Considerable knowledge of various tax and business software programs including the County’s CAMA system Ability to analyze and interpret policies and procedures Ability to operate office standard equipment required by the position including but not limited to computer, printer, copier, scanner, calculator, and telephone Ability to multitask, prioritize, and work assigned duties to completion Ability to establish and maintain effective working relationships with property owners and their representatives, contractors, realtors, co-workers and supervisors-Ability to work within and perform duties as part of a team Ability to communicate clearly and effectively in verbal and written forms Ability to tactfully and courteously deal with citizens, employees, and other governmental agencies Physical Requirements Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, lifting, fingering, feeling, talking, hearing, and repetitive motions. Must be able to perform light work exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Must possess the visual acuity to read schematic drawings, prepare and analyze data, operate a computer and other business machines, use measurement devices, and operate a motor vehicle. Desired Education and Experience Associate’s degree from an accredited college or university with a concentration in business, real estate or appraisal and experience in real estate, tax valuation, or business administration; or an equivalent combination of education and experience. Special Requirements Possession of or the ability to obtain certification as a Real Property Appraiser I by the Local Government Division of the North Carolina Department of Revenue within two years and maintain certification for the tenure of employment. Possession of a valid North Carolina driver’s license and a demonstrated safe driving record.
