Description The Johnston County Tax Administration office has an immediate opening for a full-time Present Use Valuation Specialist position. An employee in this class is responsible for tax deferment and exemption programs as well as other tax department projects. The position requires independent judgment and a broad knowledge of the tax department. Employee must exercise independent judgement, discretion, and initiative in completing assignments and handling difficult public contact situations requiring considerable tact and knowledge of applicable policies, procedures and programs. Work is characterized by its variety, complexity and confidential nature, requiring considerable organizational and analytical ability. Work is performed under general supervision and is evaluated through conferences, audits, reports and records. This position is open until filled. Duties and Responsibilities Administers tax deferment such as agriculture, horticulture, and forestry programs. Responds to taxpayer inquiries concerning the Present Use Value Assessment Program.
Explains the application process to citizens and businesses.
Determines the actual use of the property and how this relates to relevant tax law.
Determines loss of eligibility and notifies land owners.
Manages renewals of present use applications.
Uses specialized GIS mapping programs to determine areas of open and wooded land; determines soil types and value per acre relative to how land is being used.
Audits the statutory number of parcels each year for compliance with rules and regulations.
Assists the property owner in the filing of deferment application.
Appraise/apply land use property values in compliance with the adopted schedule of values.
Process deferred bills for payment. Knowledge, Skills and Abilities Thorough knowledge of county rules and regulations regarding property valuation and appraisal methods.
Considerable knowledge of General Statutes as they pertain to tax laws.
Considerable ability to gather, compile and analyze numerical data.
Considerable knowledge of various software programs.
Ability to explain and direct individuals on the benefits and qualifications on all tax relief programs.
Ability to handle confidential information.
Ability to analyze and interpret policies and procedures.
Ability to understand, interpret and use GIS software.
Ability to read, compare and interpret property maps, surveys and aerial photographs accurately.
Ability to interpret property record cards.
Ability to operate office equipment.
Ability to gather and give information and instructions regarding tax laws and departmental policies and procedures.
Ability to establish and maintain effective working relationships with supervisors, co-workers and the general public.
Ability to communicate effectively orally and in writing.
Ability to tactfully and courteously deal with citizens, employees, and local and state agencies. Desired Education and Experience Graduation from business school and considerable administrative or secretarial experience; or an equivalent combination of education and experience. Experience in Property Tax Administration preferred. Experience in agriculture or forestry management is a plus.
