Description The Tax Office seeks to accurately and impartially appraise all property in accordance with applicable state laws and to collect all ad valorem taxes. Examples of Duties The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform. Plans, organizes, and directs the appraisal and reappraisal of real property within the County. Gathers, analyzes, and compiles current building cost; develops cost and depreciation tables. Prepares, presents, and defends the Schedule of Values for our reappraisal projects. Develops and enforces reappraisal and real property appraisal policies and procedures. Reviews statistical data to determine level of assessment and equity of valuation by neighborhood/property type. Makes investigative field studies and analyzes data in the appraisal of residential, commercial, farm and industrial property. Appraises new construction and properties with additions or improvements. Meets with individual property owners to receive questions or complaints and to explain appraisal and reappraisal practices and procedures. Represents the County before the Board of Equalization and Review, Property Tax Commission and State Courts as required. Supervises assigned personnel in regard to expectations, production, training, and everyday supervisory responsibilities. Performs related tasks as required. Minimum Qualifications Graduation from an accredited college or university with a Bachelor’s degree in Business Administration or related field and seven (7) years of appraisal experience. OR IAAO designation and a minimum of seven (7) years of appraisal experience OR 10 years of appraisal experience in lieu of degree or designation. An equivalent combination of education and experience will be considered. A current certification by the State of North Carolina as an Appraiser is required.
