Salary Range:
$45,926.00 – $80,369.00 This position will assist in the preparation of numerous documents related to acquisition and administrative activities with the Right of Way Central Office. The duties include, but not limited to, auditing of State and Federal right of way claims, proofreading Board of Transportation agenda items, digitally stamping plans to be recorded in the Register of Deeds, preparing and completing paperwork related to the recordation of plans, preparation of Letters of Authorizations, scanning of projects and uploading to the connect website, review and approval of taxes, researching deeds, GIS and property tax cards for acquisition projects, along with general research as requested by internal and external customers. The Right of Way Unit administers right of way services, develops and disseminates policy, reviews and implements business plan initiatives and strategies, manages consultant operations and supports the implementation of processes and procedures. The Unit is responsible for the interaction with property owners, agencies, and legal officials, federal officials, and federal government officials, and media for the purpose of coordinating services, responding to inquiries, and providing expertise. The Unit is accountable for the administration of the Right of Way program in compliance with Federal Highway Administration regulations under 23 CFR and 49 CFR as related to right of way. Right of Way acquisition and relocation is the final activity to occur between the completion of design for highway projects and the letting of a project to contract for construction. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Demonstrated ability to read and interpret highway Right of Way plans, title opinions, and legal descriptions of property, easement clauses, notaries and TIN forms. Knowledge of right of way policies and procedures as well as applicable State and Federal regulations. Experience in computer software programs (MS Office Word and Excel), the internet, SAP, Smart Sheet, DocuSign, E-Filing and email/Outlook. Experience researching and analyzing data/information and experience with Board of Transportation agenda items. Experience managing workflow and coordinating activities. Bachelor’s degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriately accredited institution or an equivalent combination of training and experience, preferably in the real estate field.
