Non-Exempt Job Description:
In this role you will assist with the City’s floodplain management program efforts to mitigate community-wide flood hazard exposure including coastal and rainfall flooding and sea level rise by analyzing flood hazard data, assessing development proposals, and assisting with ongoing floodplain management planning, outreach and mitigation projects.
Examples of Duties:
Examines building permit applications, plans, and documents in floodplains to ensure compliance with South Carolina Building Codes, Local Flood Hazard Prevention and Control Ordinances, FEMA/NFIP Regulations, and Community Rating System (CRS) higher standards. Maintains floodplain management files for FEMA Letters of Map Revision and Building Code Board of Appeals Historic Variances. Issues Flood Zone Determinations and Substantial Improvement/Damage Determinations. Reviews Elevation Certificates, V-Zone Certificates, and Dry Floodproofing Certificates within the City’s permitting and land management system. Conducts field inspections to verify building flood design compliance. Performs damage assessments of properties and assists in reviewing, processing, and managing database records for damage assessment and substantial damage. Prepares and communicates flood hazard information, responds to Elevation Certificate requests, answers regulation-related questions, and provides flood mitigation assistance using in-person, phone, email, and presentation formats. Assists with customer service initiatives to promote public awareness of floodplain management by representing the City of Charleston’s Floodplain Management Program in the Permit Center and at outreach events. Gathers, reviews, and summarizes data for NFIP and Community Rating System (CRS) participation from the City’s permitting and land management system (EnerGov) and Work Management System (GOVQA). Contributes to Hazard Mitigation Planning and the Charleston Regional Hazard Mitigation Plan on floodplain management topics. Supports the development and amendment of regulations, policies, programs, and processes related to the City’s Floodplain Management Program. Generates high-quality GIS map products and conducts data analyses as required. Assists with the application and implementation of flood mitigation projects, including coordination with property owners and state agencies for acquisition, elevation, and retrofitting grants. Supervises part-time interns and provides instruction, guidance, and advice on floodplain management processes and techniques. Performs other duties as required.
Basic Qualifications:
One year of related experience. Associate’s degree in Geography, Geographic Information Systems, Information Management, Planning, Engineering, Construction Management, Building Sciences, Environmental Science, or related field; or equivalent combination of education and experience. Obtain Association of State Floodplain Managers Certified Floodplain Manager (CFM) certification within 6 months of hire and then maintain an active certification. Valid state issued Driver’s License. Experience with ESRI ArcGIS 10.x-11.x and/or ArcGIS Pro 2.x. Valid state issued Driver’s License. Thorough knowledge of Microsoft Windows, Outlook, Excel and Word or similar software.
Preferred Qualifications:
Bachelor’s degree in Geography, Geographic Information Systems, Information Management, Planning, Engineering, Construction Management, Building Sciences, Environmental Science, or related field.
