Job Responsibilities
This employee will be responsible for assisting the Conservation Property Coordinator within the SCDNR Office of Environmental Programs (OEP).
Job Duties Include:
Working with
SCDNR GIS
staff to maintain and manage the agency property files in hard copy and digital versions, including Perceptive Content and the Property Filing Cabinet Database.
Assisting with maintaining and managing the agency’s land property database.
Guiding the development of any reporting and end user functionality. Assisting the Conservation Property Coordinator in procuring, tracking receipt of, and reviewing due diligence items for an acquisition, donation, trade or land sale to include:
appraisals, boundary surveys/plats, draft deeds, phase I environmental assessments, building assessments, title research, etc.
Assisting in the coordination of requests to use for DNR property with agency staff including, but not limited to the Legal Office, the Office of Environmental Programs Director, and land management/botany/archaeology staff. Maintaining request for use records and databases that track impacts allowed on agency property. Assisting the Conservation Property Coordinator in executing the efforts of the Agency’s habitat protection goals. Attending appropriate meetings, taking notes for reporting to the Conservation Property Coordinator, and helping to facilitate the meetings by navigating the database. Preparing any real property asset reports (state, federal or otherwise) and tracking/accounting needed for audits, grant match requirements, etc.
Minimum and Additional Requirements
A bachelor’s degree and two (2) years of relevant program experience.
Preferred Qualifications
Knowledge of the Department’s mission and natural resource interests. Specialized knowledge and experience in real estate coordinating use of land agreements (e.g., utility easements, leases, etc.). Knowledge and ability to review real estate documents (e.g., deeds, plats, easements, deed restrictions, conservation easements, title opinions, phase I environmental site assessments, and building assessments). Knowledge and familiarity with GIS mapping, applications and uses for analysis of data. Knowledge of computer software programs for word processing, data base management and project tracking. Knowledge of real estate policies, laws, and rules specifically governing the Department’s real estate process, as well as knowledge of external conservation partners and land protection efforts. Ability to provide clear, concise and technically accurate information in both written and oral form about a property for the agency Conservation Property Coordinator. In addition, the employee should have the ability to multitask and understand processes and property details in order to present technical information to peers, supervisors, elected officials, etc.; efficient and well-organized and possess a valid SC drivers license; ability to work in the office and travel to remote outdoor locations, including areas only accessible by foot or boat.
