Position Information
The purpose of this classification is to process property and/or liability claims filed against the County for damages and losses incurred
Essential Functions
Analyzes and provides analytical risk assessments for the purpose of minimizing or preventing losses and recurrences: surveys and analyzes County facilities, operations of County departments, and County programs; researches, evaluates, and recommends appropriate level of risk tolerance for County; reviews County insurance needs; identifies hazards and potential liabilities; and recommends corrective actions, coverage requirements, deductibles, limits, etc
Administers property and liability claims: receives and processes information for automobile claims, boiler machinery claims, general liability claims, public official’s liability claims, and physical damage claims; performs field visits to claim locations; takes/secures photographs of scene; obtains statements of involved and/or observing parties by telephone or in person; obtains recorded and/or written statements; conducts liability analysis; oversees claim valuation, settlement decisions, negotiations, payments, mediations and filing of documentation; and assigns lawsuits to the appropriate County attorney and assists attorneys in their investigations, interrogatories and monitoring of activities
Maintains risk management information system: applies programming updates as needed to meet the needs of risk management; conducts staff training; and utilizes system to develop, analyze and interpret fiscal and statistical data and takes appropriate action based upon the analysis
Manages automobile claim subrogation: confers with representatives of insurance companies regarding subrogation; provides claim documentation to at fault company; negotiates settlements; processes recovery proceeds; seeks legal counsel or filing of lawsuits to recover funds as necessary; purchases replacement vehicles and equipment for Public Safety and other departments when needed; and develops, gathers and collects cost data from automobile liability and losses to create reports for analysis by management
Supervises the County’s third-party claims administrator: oversees investigations; approves damages; provides information and guidance; evaluates/reviews and approves proposed settlement agreements; processes checks and wire transfers; resolves disputes with claimants and the third party administrator; and approves invoices for payment for administrator’s services
Performs special assignments as requested: conducts research and prepares special reports and projects; develops and implements Risk Management programs; and presents technical Risk Management data to management, elected officials, and others
Performs other related duties as assigned
Minimum Qualifications
Bachelor’s Degree in Risk Management, Actuarial Science, or related field; supplemented by three years of experience in processing insurance claims; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
Preferred Qualifications
License claims adjuster Experience managing claims for a government entity
Knowledge of Georgia insurance policies and regulations
Licenses and Certifications
Must possess and maintain a valid Driver’s License
Physical Abilities
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds) Tasks may involve extended periods of time at a keyboard or work station
